Qatar Red Crescent is a voluntary charitable organization, was founded in March 1978. QRC has been internationally recognized in 1981 by the ICRC in Geneva and joined the IFRC in the same year.
Scope of Work:
The HR Officer supports the Head of the Türkiye Office in managing and implementing HR and administrative functions. The role focuses on recruitment, payroll management, compliance, and ensuring adherence to local labor laws and internal policies, the officer plays a key role in fostering a compliant and efficient work environment that aligns with QRCS and Turkish labor standards.
Key Responsibilities and Duties:
Strategic:
- Collaborate with Office Management to develop and implement recruitment strategies that align with organizational goals and projects needs.
- Conduct Training Needs Assessments (TNA) to identify skill gaps and recommend appropriate training programs to enhance employee competencies.
- Promote a positive workplace culture by initiating programs designed to boost employee morale, motivation, and productivity.
- Ensure HR compliance with Turkish labor laws, maintaining adherence to all applicable regulations.
- Ensure strict adherence to QRCS guidelines in all project-related HR documentation and communications and maintain regular follow-up with QRCS partners.
- Uphold the principles of PSEAH (Preventing Sexual Exploitation, Abuse, and Harassment) and child protection by promptly reporting any incidents.
- Coordinate with the financial department and advisors to ensure that financial reconciliations, payroll schedules, and bank transactions align with HR and payroll processes.
Operational:
- Maintain and update employee records regularly, including personal information, attendance, leave balances, and other pertinent data.
- Ensure the proper archiving of employee files and data in compliance with legal and internal policies.
- Screen resumes, coordinate interview schedules, and support the assessment of candidates during the recruitment process.
- Prepare employment contracts, offer letters, and other HR-related documents as necessary.
- Protect the confidentiality and integrity of payroll data, collaborating closely with the finance team to process payrolls for all employees.
- Provide guidance to QRCS employees on understanding and adhering to HR policies, procedures, and processes.
- Manage daily office operations, ensuring all activities are conducted in compliance with Turkish labor laws.
- Monitor legal matters such as work permits, legal leaves, deductions, and health-related documents.
- Liaise with QRCS partners to ensure consistency and accuracy in all HR-related documents and to support operational tasks for staff across various projects.
- Assist in the onboarding process for new employees, ensuring all necessary paperwork is completed and they are fully familiarized with QRCS policies and procedures.
Education and Experience:
- A bachelor's degree in a field related to Human Resources, Business, Finance, or a closely related discipline is required.
- Demonstrated experience (3-5 years) in Human Resources, with a preference for those with previous work experience in the NGO sector.
- Experience in collaborating with local partners.
- Proficiency in utilizing HR software and systems is expected.
Knowledge, Skills & Abilities Required:
- Familiarity with Turkish labor laws and regulations.
- Attention to detail and strong organizational skills.
- Excellent communication and interpersonal skills.
- Discretion and the ability to handle sensitive and confidential information.
- Strong problem-solving and analytical abilities.
- Advanced Computer skills & MS office.
- Fluent Arabic speaker with proficiency in Turkish (both spoken and written), and English language skills are a plus.
