KE1 - Digital transformation Specialist (Lead consultant) in the project "Digital transformation, and agile regulations, towards the single digital market”, in Rwanda

AAM Consulting is currently looking for experts for the World Bank funded “Conducting needs analysis and assessment to aid in thematic training programs in digital transformation, and agile regulations, towards the single digital market” project in Rwanda. The project is now at the bidding phase and we are looking for experts interested in implementation and possessing all qualifications and skills required for the positions.

Duration: The intended start date is 1 April 2025 and the period of implementation of the contract will be 36 months from this date. The project consists of 4 assessment and evaluation interventions conducted within a timeframe not exceeding 12 weeks and a mid-term assessment with a duration of 6 weeks.

Location: Home based (may include travel to Rwanda)

Working Languages: English

The overall objective of the project is to create a comprehensive framework and learning plan, including go-to-market approach for capacity building in agile regulation and digital transformation, tailored to address specific needs identified through an analysis of ICT policies, legislation, and capacity requirements necessary for achieving the goals of a single digital market.

Expertise required

Key expert 1: Digital transformation Specialist (Lead consultant) 

Overall tasks:

•       Overall responsibility for the project, and for assessing the current digital landscape, identifying emerging trends, and providing insights into the skills and competencies needed for successful digital transformation training initiatives.
•       Coordinating and ensuring communication with Smart Africa, partners and others involved in the project.
•       Develop the learning framework and go-to-market strategy.
•       Personnel management identifying the need for short-term personnel (enumerators, research assistants, etc.) for assignments within the available budget.

Qualifications and skills required:

·       A minimum of a master’s degree in computer sciences, Data Sciences, Business Development, or other field relevant for the digital transformation Domain.

·       At least 5 years of experience as practitioner or consultant in digital transformation projects or initiatives.

·       Deep understanding of emerging technologies, digital trends, and their application to business processes and models.

·       Demonstrated knowledge and experience of conducting needs analysis for various target groups, preferably Policymakers in the digital sector.

·       Good knowledge of the African Union’s Digital Transformation Strategy for Africa.

·       Mastery of English AND French language.
