Description

AAM Consulting is currently looking for experts for the World Bank funded “Conducting needs analysis and assessment to aid in thematic training programs in digital transformation, and agile regulations, towards the single digital marketproject in Rwanda. The project is now at the bidding phase and we are looking for experts interested in implementation and possessing all qualifications and skills required for the positions.

Duration: The intended start date is 1 April 2025 and the period of implementation of the contract will be 36 months from this date. The project consists of 4 assessment and evaluation interventions conducted within a timeframe not exceeding 12 weeks and a mid-term assessment with a duration of 6 weeks.

Location: Home based (may include travel to Rwanda)

Working Languages: English

The overall objective of the project is to create a comprehensive framework and learning plan, including go-to-market approach for capacity building in agile regulation and digital transformation, tailored to address specific needs identified through an analysis of ICT policies, legislation, and capacity requirements necessary for achieving the goals of a single digital market.

Key expert 2: Legislative and Policy Framework Expert

Overall tasks:

  •       Provides expertise in analyzing the quality and attainment levels of legislative and policy frameworks related to digital transformation and regulatory compliance.
  •       Assess the regulatory environment, identify legal requirements, and ensure that training programs align with relevant laws and regulations.
  •       Provide insights into how digital transformation and agile practices can be integrated into existing policies and regulatory systems.

Qualifications and skills required: 

  •  Master’s degree in law, Public Policy, Political Science, or a related field.
  •  Minimum of 5 years of experience in analyzing legislative and policy frameworks related to digital transformation, ICT, or regulatory compliance.
  •  Demonstrated understanding of legal and regulatory requirements in the context of digital transformation initiatives in Africa.
  • Experience working with government agencies, regulatory bodies, or international organizations on policy analysis and development is desirable.
  •  Strong research and analytical skills, with the ability to interpret complex legal documents and policy documents effectively.
