Social and affordable housing advisory support to 5 Croatian cities
The overall objective of this assignment (the “Assignment”) is to provide support to the local authorities of Zagreb, Split, Rijeka, Osijek and Varazdin (the “Beneficiaries”) for the development of their affordable and social housing sector.
The Assignment will include the analysis of the guidelines set out by the National Housing Policy Plan until 2030 that are relevant for the development of affordable housing in large cities.
The Assignment involves the identification of relevant project implementation models and the assessment of their applicability in the Croatian urban social and affordable housing context. The objective is to propose new project implementation models that complement existing national programs (such as the State-subsidized housing construction programme -POS) and city programs.
Qualifications:
- At least a Bachelor’s Degree in a relevant field for the Assignment such as economics, finance, urban development, regional development (Minimum requirement).
- A Master’s Degree would be an advantage.
General professional experience:
- At least 10 years of general professional experience in the area of housing, which shall encompass developing and implementing housing policies, developing housing financing programmes, preparing housing projects (Minimum requirement)
Specific professional experience:
- At least 5 years of advisory and/or delivery experience on housing policy/projects (Minimum requirement).
- Specific knowledge and experience of public housing policy and implementation challenges. (Minimum requirement)
- Experience related to multi-criteria analysis in at least 3 projects completed in the last 5 years (Minimum requirement)
- Understanding of a range of housing delivery models from across Europe (Minimum requirement).
- Experience of undertaking Cost-Benefit Analysis on social and affordable housing projects (Minimum requirement).
- Experience of partnership models (e.g. PPP or others) in the social infrastructure sector and/or the social and affordable housing sector. (Advantage)
- Experience in at least 2 social and affordable housing projects developed in other European countries. (Advantage)
Language and other Skills:
Fluency in English (CEFR C1) is mandatory.
Fluency in Croatian is an advantage.
