Pomilio Blumm is scouting for a Media Expert for the organization and development of a communication framework under the tender “Together we are Europe – Enhancing awareness of EU assistance in Ukraine and its impact 2025-2027” issued by the EU Delegation to Ukraine.

Key expert III: Media Expert
The Media Expert will be responsible for coordinating all tasks related to media planning, media buying and media analysis, building partnerships with media, designing and carrying out monitoring and evaluation activities within the contract.
Qualifications and skills:
• Q1: Master’s degree, or equivalent, or 5 years of university studies, in the following fields: communications, public relations, journalisms, arts, media, marketing or behavioural sciences.
A Master’s degree, or equivalent, or 5 years of university studies, in other areas, together with minimum 5 years of experience directly related to the field of communications, media, advertising and in addition to years required under the general professional experience (G1), can also be accepted.
• Q2: Excellent command of Ukrainian language (minimum level C1 according to the Common European Framework of Reference for Languages) is considered an asset.
General professional experience:
• G1: minimum 10 but preferably 15 years of professional experience in the fields related to the Contract. Experience beyond 15 years will be accepted but will not represent an asset during the evaluation.
Specific professional experience:
• S1: Minimum 10 years of professional experience in media planning, media buying, media relations and media analysis in Ukrainian media context.
• S2: Minimum 3 years of professional experience in media and communications related research, monitoring and evaluation is considered an asset.
• S3: Experience in implementing communications capacity building activities is considered an asset.
The position preferably requires a full-time effort, with the operational base for the project in Kyiv. However, the project may partly operate from other locations, including outside of Ukraine, if this is necessary for security reasons.
The intended start date for the project is 18/05/2025 (indicatively) and the period of implementation of the contract is 30 months from this date.
