Mid-term review, Inclusive refugee response programme, Kenya
The objective of this assignment will be to assess the programme as well as the Alliance model in terms of progress and performance. This will include an assessment of relevance, coherence, effectiveness including whether the programme is on track to achieve the defined outcomes, efficiency, developments in risk factors, governance and management set-up including of the Alliance model and possible need for adjustments. The engagements funded exclusively by the Novo Nordisk Foundation, Grundfos Foundation and Lego Foundation will only be assessed in terms of relevance and coherence vis-à-vis the MFA funded engagements.
The review commences 22 April 2025 and concludes no later than 27 June 2025.
Expert 1 – the international consultant in local governance must cover the following qualifications and competences:
General qualifications:
- Master’s level university degree in international development studies, economics, political or social sciences or related discipline.
- At least 10 years of experience working with the formulation and/or implementation of development programming in a humanitarian/development/fragile context.
Adequacy for the assignment:
- Experience in institutional capacity building of public sector institutions at decentralised level in the provision of social and economic services
- Experience with refugee programmes
- Experience with different types of modalities and partners, including support to both state and non-state actors
- Extensive experience in the design and/or implementation of humanitarian and/or development programmes, conducting programmatic reviews, evaluations and/or appraisals for international development partners
- Experience with quality assurance of Danish aid programmes and knowledge of Danida aid management guidelines (AMG) -Experience with philanthropic foundations is an advantage
Experience in the region and language:
- Extensive experience from working in Kenya
- Excellent command of English (oral and written)

Expert 2- the international consultant in programme management and financial management and local governance must cover the following qualifications and competences:
General qualifications:
- Master degree in economics, Master of Business Administration or other relevant degree
- At least 5 years of experience with financial management
Adequacy of the assignment:
- Extensive relevant experience from similar assignments, including each of the following:
- Experience in financial management according to Danida procedures and guidelines.
- Experience in Danish policies and strategies for development cooperation as well as experience in applying Danida Aid Management Guidelines in practice.
- Experience in assessing and analysing cost efficiency and effectiveness, financial management setups, procedures and reporting
- Knowledge of international audit standards and procedures
- Experience with organisational management, administrative systems and procedures
- Experience with support to local governance service delivery is an advantage
- Experience with budget support is an advantage
- Experience with philanthropic foundations is an advantage
Experience in the region and language:
- Extensive experience from working in Kenya or the East Africa region
- Excellent command of English (oral and written)

Expert 3 - the national consultant must cover the following qualifications and competences:
General qualifications:
