Functional responsibilities

Summary of Key Functions:

  • Implementation of operational strategies

  • Budgetary and project costing support

  • Support to Treasury

  • Facilitation of knowledge building and knowledge sharing

1.Ensures implementation of operational strategies, adapts processes and procedures focusing on achievement of the following results:

  • Full compliance with UNOPS rules and regulations of financial processes, financial records and reports and audit follow up; implementation of the effective internal control framework.
  • Elaboration of the content of internal Standard Operating Procedures in Finance in consultation with the direct supervisor and office management.
2. Ensures efficient budgetary and project costing support, focusing on achievement of the following results:
  • Extraction of required financial information from UNOPS project agreements and set up of necessary accounts in line with existing UNOPS financial policies and procedures.
  • Information gathering for budget preparation.
  • Preparation and processing of budget revisions for projects budgets.
  • Maintenance of budget databases by verifying and entering approved budgets.
  • Review and adjustment of project expenditures/obligations against approved budgets.
  • Set up of new projects in oneUNOPS; budget approvals.
  • Management of Project closures in line with UNOPS project closure protocol
3. Provides support to Treasury, focusing on achievement of the following results:
  • Review and confirmation of appropriateness of operational transactions processed through the interpretation and determination of applicable policies, regulations and rules.
  • Review of payment requests for completeness as part of Finance DOA 1 pre-clearance, ensuring that documentation needed is complete and that all required payment procedures are fulfilled to enable payment.
  • Review and confirmation of validity of charges against correct GLA.
  • Maintenance and control of petty cash funds in line with applicable petty cash policy and preparation of accountability reports for replenishment.
  • Frequent contact with the local bank to obtain information on changes in procedures and bank regulations, etc.
  • Finance DOA 1 payment approvals.
  • Establishment/ processing of Operational Advances.
  • Processing of accounts receivables and miscellaneous deposits
  • Review and custody of Security Guarantees ( Bank guarantees and other securities) in line with policy.
  • Develop an e-expiry alert system for security guarantees to alert projects 1 month before expiry, for securities with an expiry date.
  • Processing of Tranche requests over Donor funds.
  • Reconciliation of UNOPS bank accounts where applicable.
  • Opening/closing/replenishment of petty cash accounts.
  • Processing/ establishment of Partners/ PMU prepayment requests and disbursement.
  • Review and processing of Partners/ PMU accountability on prepayment
4. Provides accounting, cost distribution and administrative support to the Yemen portfolio, focusing on achievement of the following results:
  • Preparation of quarterly General operating expenses ( GOE) cost distribution analysis, based on agreed cost drivers.
  • Monitor project fund balances and report if less than one month's of project cash requirement.
  • Monitor Partners PCA financial allocation by cost category and report when the cumulative spending is beyond the set limits.
  • Timely management of the Quarterly book closure activities.
  • Communication with colleagues and partners in areas requiring verification, corrections, additional information, etc. to improve quality of output and/or account submission and increase knowledge base in the process.
  • All appropriate billing actions taken expeditiously, within appropriate procedures, and with close coordination with field-based projects, The Hub and BSSC, especially with regards to tracking of unapplied funds/income.
  • Support with both Internal and External Audits by timely provision of requested documents and information and subsequent clearance of Audit recommendations.
  • Proper filing of all accounting documents that includes petty cash receipts , Operational Advances and prepayment accountability as per UNOPS document retention policy
  • Entry of transactions and financial data into oneUNOPS.
  • Analysis of reports, investigation and preparation of adjustment ( GLJE) as required.
  • Preparation of recurring, ad-hoc or special financial reports as required.
  • Monthly reconciliation of balance sheet ledger accounts that includes Receipt Accruals, OA and other Account Receivables/ payables and follow-up on discrepancies
5. Ensures effective financial reporting and control, focusing on achievement of the following results:
  • Preparation of timely Interim Financial Report ( IFR) in the prescribed format.
  • Preparation of monthly delivery to target and other management financial reports.
  • Preparation of monthly Aged Receipt accruals with unpaid receipts for over 90 days.
  • Contacts project colleagues, The Hub and HQ to verify, correct, add and improve quality of financial activities of a particular project, including financial reports.
  • Frequent contact with other finance staff in the organization during payments, data reconciliation, client reporting, or audit activities.
  • Preparation of other regular and Ad Hoc financial statements for internal and external clients.
6. Ensures facilitation of knowledge building and knowledge sharing, focusing on achievement of the following results:
  • Training of colleagues upon requests from portfolio managers, the supervisor and other finance officers in setting projects, budget revisions, troubleshooting and understanding of the processes on day to day financial transactions, reporting and other related tasks.
  • Synthesis of lessons learnt and best practices in Finance.
  • Sound contributions to knowledge networks and communities of practice.
Impact of Results
The key results have an impact on the overall execution of the UNOPS financial services. Accurate analysis and presentation of financial information ensures proper financial processes in the organization

Education/Experience/Language requirements


Education:

Completion of secondary school or equivalent. Diploma or certification in finance-related subjects or business administration is desirable but not a requirement and may substitute for some of the required years of experience

Experience:

  • 6 years of progressively responsible finance experience is required at the national or international level with a high school diploma.
  • Solid experience in the usage of computers, advanced knowledge of Google suites, MS Office 2003 and/or newer versions and in handling-web based management systems is highly desired.

Language:

Fluency in English and Arabic is required.
Knowledge of a second UN working language is desirable
