The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into four Divisions: (i) National Society Development and Coordination; (ii) Humanitarian Diplomacy and Digitalization; (iii) Management and Accountability and (iv) People and Strategy.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
In Myanmar, the IFRC works with Myanmar Red Cross Society (MRCS) in accordance with its mandates and Strategy 2030 to ensure qualitative, quantitative, cost effective and timely delivery of humanitarian and development activities in the service of vulnerable populations with continuous capacity enhancement of the MRCS, its branches and volunteer networks. Currently, the IFRC together with Myanmar Red Cross Society (MRCS) and IFRC’s in-country membership are implementing the Agenda for Renewal and the Unified Plan 2025, in line with the MRCS Strategic Plan 2021-2025.
Job purpose
Under the supervision of the Head of Country Delegation, the Programme Coordinator oversees and guides all programmes, projects and emergency operations, through effective coordination and collaboration with the Myanmar Red Cross Society (MRCS) and the IFRC membership. The incumbent is responsible and accountable for swift, high-quality and well-coordinated programming, including quality assurance, reporting and resource mobilisation, ensuring the use of resources in an effective and efficient manner. The Programme Coordinator maintains an oversight of the evolving humanitarian needs and challenges in Myanmar and ensures that IFRC programme support is agile and tailored to meet the needs of the MRCS.
The Programme Coordinator will also support the Head of Country Delegation (HoCD) in the strategic and day-to-day support to National Society as needed; and provide direct management and oversight of the relevant project teams. The Programme Coordinator will also provide support to the HoCD on assigned functions and duties, including efficient and effective Membership and Movement Coordination.
In the absence of an Operations Manager dedicated to managing emergency response and operations, the Programme Coordinator will be responsible for the emergency operations. The Programme Coordinator will have a proactive coordination function with team members and support operational planning and reporting.
Job duties and responsibilities
Policy, Planning and Standards
- Lead in the design of the IFRC network Unified Plan to implement Strategy 2030 in coordination with MRCS and the IFRC membership.
- Provide guidance to MRCS and the IFRC country staff on the application of key IFRC network policies, frameworks, standards, tools, methodologies on delivering humanitarian assistance to persons affected by disaster and crisis, and under different thematic matters such as climate, health, disasters, migration.
- Advise, support, and promote the integrated programming of disaster risk reduction (DRR), climate change, shelter, school safety, health, urban DRM, cash programming and crosscutting issues such as Protection, Gender and Inclusion, Community Engagement and Accountability, National Society Development into the National Society programmes.
- Support and advise National Society management, project/team managers, in analyzing trends, risks and conditions for managing projects and delivering services; resource, budget and project management; risk and benefit realization management; and change management and learning.
- Contribute to upholding IFRC policies, procedures and management system within the Country Delegation and support their improvement and review as necessary.
- Support the MRCS, the IFRC and IFRC membership to engage in policy dialogues.
Programme and operations Oversight
- Coordinate the implementation and monitoring of the Unified Plan with a focus on the pledges managed by the IFRC, also ensuring a coherent approach in the design and delivery of various initiatives, including technical capacity building.
- Act as a dedicated focal point for the programme support to MRCS. This includes overseeing budgets and ongoing programme implementation for Myanmar, providing strategic direction on programming and other issues requested by the MRCS, representing the IFRC network in inter-agency fora, in agreement with the NS, fund-raising on behalf of MRCS, promoting and engagement with donors on MRCS’ programmes, and any other task that may be assigned in relation to IFRC’s support to MRCS and to the IFRC membership.
- Support the National Society in strengthening its service delivery systems, designing, and delivering programmes in accordance with its strategy and Unified Plan and relevant to the needs of vulnerable communities.
- Ensure that all programme areas work closely with relevant technical units of the MRCS as well as the IFRC AP regional office (and Geneva when necessary) as well as with the IFRC membership, relevant IFRC Reference Centres, the ICRC and key external stakeholders throughout the programming cycle to facilitate a synergetic effort to programmes.
- Promote and engage in systematic monitoring and evaluation of IFRC-supported programmes and operations to ensure that implementation is timely, relevant, effective and in line with best international practice, and to identify replicable best practices.
- Provide direct management, direction, and oversight to the programme team including:
- Staff management, oversight of budgets, planning, monitoring, and reporting.
- Overseeing and aligning team’s work plans for technical support and ensuring the appropriate coverage within the existing capacities of the country delegation, and in coordination with technical counterparts at the Asia Pacific (AP) Region.
- Coordinate as necessary IFRC-wide efforts to mobilize resources for the Unified Plan, working closely with the membership, including contributing to identify and engage with potential donors, and in preparing project proposals and relevant documents, in close coordination with the IFRC Strategic Partnerships and Resource Mobilization (SPRM) team.
- Actively participate in and support IFRC’s knowledge and peer-to-peer networks, promote the engagement and utilization of Red Cross Red Crescent reference centres, labs and hubs, and contribute to “shared leadership” initiatives for better utilization and optimization of technical capacities and resources.
- Promote the full integration of National Society Development (NSD) interventions within and across all programmes and operations to ensure coherent and systematic coordination of capacity building inputs and approaches, in close coordination with the NSD team.
- Represent the IFRC in technical meetings, conferences, seminars, training programmes, and forums as necessary.
- Ensure effective communication with donors and maintain an oversight of all programme-related funding and pledges and ensure these are delivered on time and are of quality.
- Work closely with Planning, Monitoring, Evaluation and Reporting (PMER) teams and ensure necessary programmatic contribution to the IFRC Unified Reports and donor-specific reports in agreed formats, as well as any other required reports.
- Assume budget holder responsibility over relevant projects and ensure appropriate control of income and expenditures versus plans as well as guaranteed sound planning and financial management in accordance with the IFRC policies, standards and practices.
- Capture evidence of resilience investment in the region (DRR, health, etc.) through annual mapping, cost-benefit analysis, case studies, reviews, and evaluations, etc.
- In the absence of an IFRC Operations Manager, design and coordinate emergency response actions in support of MRCS with IFRC-wide approaches and tools, including in accessing DREF and Emergency Appeal resources.
Institutional Preparedness and Readiness:
- Enhance National Society in the institutional preparedness to respond to and manage disasters and emergencies.
- Facilitate and coordinate the assistance and support to MRCS for the implementation of Preparedness for Effective Response (PER) with the IFRC membership and other relevant stakeholders, including on cash readiness.
- Support the MRCS in further strengthening its pool of Emergency Response Team (ERT) members.
- Support the MRCS in facilitating preparedness-for-disaster (pre-disaster) meetings in coordination with membership.
- Update readiness plans and contingency plans for the CD, as well as business continuity plans, and supporting MRCS with such plans as required.
Coordination and external engagement:
- Facilitate IFRC membership coordination with the MRCS at the centre and leveraging skills and expertise of IFRC membership for enhanced assistance and capacity-transfer amongst the network. Proactively contribute to the implementation of the IFRC Strategy 2030, Agenda for Renewal and particularly, successful implementation of Way of Working in Myanmar.
- Facilitate regular operational and technical coordination among membership and with ICRC and ensure that relevant policies of the membership and Movement and pre‐agreed thematic issues are followed up.
- Provide technical support to MRCS in operationalizing strong and effective Movement Coordination and Seville Agreement 2.0.
- Actively engage in inter-agency humanitarian coordination and dialogue, including through the cluster system, representing the IFRC network and closely coordinating within the IFRC network, seeking to strengthen partnerships and programmatic coordination.
- Representing the IFRC in relevant national and international engagements and meetings, in coordination with and at the request of the IFRC Head of Country Delegation.
- Build and nurture solid relationships with key external partners – including academia and the private sector – for enhancing innovative approaches in programmes and operations, and research as a base for evidence aimed at supporting advocacy on expanding investment in preparedness, community resilience and innovation.
- In coordination with communications, develop products to enhance the visibility of the IFRC Network actions in Myanmar, with MRCS at the centre, recognizing the contributions of the IFRC membership, representing the needs of people at risk, capturing the voices and concerns of communities supported.
- Establish close coordination, cooperation and working relationship with technical file holders in the APRO.
General Management:
- Accountable to the HoCD on achievement of results of the IFRC Network Plan for Myanmar.
- Promote a culture of continuous learning; individual and team accountability by setting individual and team objectives, monitoring team performance, and conducting timely performance reviews.
- Support the HoCD in all other matters related to the IFRC activities – including ensuring strategic coherence and alignment as well as programmatic and operational coordination – and be prepared for changing working conditions and reasonable adjustments of the job description during the mission.
- Support the HoCD in daily tasks of line management and dialogue with the NS. This includes planning and budgeting, staffing, programmatic direction and execution, interaction with the partners, cooperation, and security management. Ensure at all times the necessary, tailor-made support, guidance, and backstopping.
- Provide support to HoCD and team in developing and updating risk register.
- Support the HoCD in ensuring zero tolerance towards fraud and corruption as guided by the IFRC policies and guidelines.
- As required, deputising for Head of Country Delegation and serving as Head of Country Delegation ad interim in the absence of the incumbent.

Position Requirements
Education
University degree or equivalent in a relevant area is required.
Post-graduate studies or qualification in development studies, management or a related area is preferred.
Experience
More than 7 years working experience in the humanitarian or development sector is required.
Demonstrated professional experience in an organization within the Red Cross and Red Crescent Movement is preferred.
Previous experience in management positions within the IFRC or a member National Society is preferred.
Management and supervisory experience in a multicultural environment is required.
Substantive experience in providing strategic programmatic direction in the humanitarian context is required.
Experience in supporting the development of community‐based activities is required.
Experience working in the Asian context is preferred.
Knowledge and Skills
