UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women operationalizes this through Flagship Programming Initiatives (FPIs) developed to achieve transformative results for Gender Equality and Women Empowerment (GEWE). The FPIs respond to the expanded agenda for Beijing+20 and the Sustainable Development Goals (SDGs). The main objective of UN Women’s support to Government under Humanitarian Action is to ensure protection, as well as equitable and safe access to and benefit from the humanitarian and development assistance to the most vulnerable, and marginalized refugee and host community women and girls. The programme also promotes women’s participation and leadership in the camps and host community, and women’s active role in maintaining peace and social cohesion.
At national level, UN Women operates based on the UN Cooperation Framework (2021 -2025), working closely with other UN Agencies and Government to achieve i) Transformative and inclusive governance, peace and justice, ii) Shared prosperity in a healthy environment; and iii) Human wellbeing and resilience with positive cultural norms, in terms of gender and human rights. The above focus aligns with Uganda’s third National Development Plan (NDP III), the SDGs as well as UN Women’s Global Strategic Plan. In the specific area of Humanitarian Action, UN Women and partners implement the Women’s Leadership, Empowerment, Access and Protection Program to contribute to women’s participation benefit from humanitarian action. With the growing humanitarian situation across Uganda including floods, mudslides, disease outbreaks, influxes of refugees due to worsening regional crises and locust invasions, among others, there is need for UN Women to strengthen gender across the humanitarian, disaster risk reduction and recovery processes as well as strengthen technical support to our government partners to ensure the mainstreaming of gender in all policies and programmes.
Uganda has an open-door policy for refugees, outlined in its Refugees Act, (2006). Uganda has a well-established refugee response coordination structure, led by the Office of Prime Minister (OPM) and UNHCR and operationalized in Interagency Strategic and Sector coordination structures. The Office of the Prime Minister in Uganda officially launched the Comprehensive Refugee Response Framework (CRRF) on 24th March 2017, adapting the principles and objectives set out in Annex 1 of the New York Declaration of Refugees and Migrants to the Ugandan context. The CRRF is a multi-stakeholder coordination model on refugee matters focusing on humanitarian and development needs of both refugees and host communities. The CRRF in Uganda encompasses five mutually reinforcing pillars as outlined by the global objectives: (i) Admission and Rights, (ii) Emergency Response and Ongoing Needs, (iii) Resilience and Self-reliance, (iv) Expanded Solution and (v) Voluntary Repatriation. The CRRF secretariat supports the planning, programming and resourcing of the CRRF rollout in Uganda, ensuring cross-pillar information flows and linkages.
UN Women Uganda operationalises its Humanitarian work across the two pillars of the UN Women Global Humanitarian Strategy; Pillar 1 on Gender Coordination, and Pillar 2 on Programming/service delivery. Under Coordination, UN Women has been providing imbedded inputs to the OPM through technical gender mainstreaming support to the CRRF Secretariat since 2022. This collaboration is crucial for the ongoing success of UN Women’s efforts also to ensure that gender is embedded in Uganda’s refugee response.
Job Summary: Reporting to the Humanitarian Specialist, the Gender in Humanitarian Action Analyst contributes to the effective management of UN Women programmes in Uganda by providing substantive inputs to programme design, formulation, implementation, and evaluation while also providing technical support to the Comprehensive Refugee Response Framework (CRRF) secretariat in Uganda on gender mainstreaming the CRRF and the refugee response in Uganda. As part of this support to the CRRF the Programme Analyst works in close collaboration with CRRF Director based in the OPM in Uganda and aligns their workplan to the CRRF roadmap. The Programme Analyst will also work closely with the UN Women Uganda programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful implementation of the UN Women programme .
Content and methodology of supervision:
Establishment of a Work Plan: During the first month of the assignment, the Junior Professional Officer (JPO) will work jointly with the direct supervisor to finalize an agreed upon work plan. The final work plan will be discussed and mutually agreed to by the JPO and supervisor.
Evaluation:
The Performance Management and Development (PMD) tool will serve as a primary platform to evaluate of the JPO’s performance.

On completion of the assignment, the JPO will have/be able to manage a largescale long term emergency programme, implement Results Based Management (RBM) skills, facilitate trainings, have advanced knowledge on the policies and programmes on gender in humanitarian action and be able to liaise with a range of stakeholders in a large complex emergency setting.

Education and certification:
• Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required. (MA + minimum 2 years of relevant paid experience).
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree (BA + minimum 4 years of relevant paid experience).
• A project/programme management certification would be an added advantage.
Experience:
• The work experience needs to be relevant and paid. It needs to be progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building.
• Experience in the promoting the mainstreaming of gender equality and women’s empowerment in refugee response, disaster contexts and emergency situations.
• Experience coordinating and liaising with government agencies is an asset.
• Experience of working on gender and humanitarian programming and IASC/GiHA training an asset.
Language Requirements:
Fluency in English is required.
