• Qualifications and skills required: • At least a Master Degree in Political Science, Law, Sociology, Anthropology, Development Studies, International Relations, Public Administration, Medicine, Public Health, Economics, Business, Engineering, or directly related discipline, or equivalent. • Experience in leading missions for project identification and formulation in civil society, democratic governance, and/or related areas.

• Knowledge of NDICI procedures.

• Experience in political economy/drivers of change type of assessment, or similar, and theory of change.
General professional experience: 

• Experience in needs/risk/stakeholders' analysis.

 •Experience in project design and development of logical frameworks.

• Experience in civil society AND areas directly related to any of the thematic focus of the MIP and in Sub-Saharan Africa.

• Full working knowledge of English, as well as excellent report writing and communication skills
Specific professional experience:

 • Minimum 12 years of professional experience on project management/design/implementation of civil society programmes in a developing country context.

• Minimum 5 years of professional experience in civil society AND to any of the thematic focus of the MIP and in Sub-Saharan Africa.

• Specific expertise
on civil society in developing country context, including on methodologies and support modalities.

• At least 5 missions leading project identification and formulation of EDF and NDICI programmes on civil society, democratic governance, and/or related areas.
• Experience in development cooperation in Sub-Saharan Africa.

 • Familiarity with international frameworks and standards for civil society effectiveness.

• Experience in human rights based approach to development programming.

• Proven field research and report writing skills.

• Proven ability to promote innovative approaches and to identify practical solutions to overcome challenges to time-critical projects.

• Excellent interpersonal skills to relate to counterparts on all levels of hierarchy.

• IT literate, very good knowledge of data-processing and office automation software.
• Language skills: Proficient in spoken and written English
