Identify and prioritize viable border post projects by assessing trade volumes, congestion levels, and economic impact
Analyze infrastructure and operational gaps to define necessary upgrades for efficient border management based on traffic assessment, cost estimation and other technical assessment.
Develop financial models for cost-recovery, ensuring sustainability through appropriate funding structures and user fee mechanisms.
Ensure legal and regulatory compliance with national laws and international financing requirements.
Assess environmental and social impacts, proposing mitigation measures where necessary
Qualification and experience
Master’s degree in transport, trade, supply chain, civil engineering, or a related field.
Minimum 10 years of experience in trade logistics, transport infrastructure, or border post operations.
At least three assignments involving border post process optimisation, customs procedures, or trade facilitation reforms in the last five years.
At least five assignments involving infrastructure assessment and cost estimations for trade logistics, transport infrastructure, or border post operations.
Understanding of trade corridors, market trends, and demand forecasting.
Experience in designing, upgrading, or managing trade infrastructure, including OSBPs
Familiarity with technology integration, such as digital customs clearance, automated border control, and paperless trade systems.
