Study of options to strengthen the Integrated Financial Management and Information System (IFMIS)

Global Objective: To support the Government of The Gambia in its efforts to consolidate the security, reliability, efficiency, effectiveness and seamless integration of its public financial management systems. 

Normal place of performance of the specific assignment: Banjul, The Gambia 

Missions outside the normal place of performance and duration: 2 visits (3 calendar days in total) to at least two distinct Local Governments Councils, to be agreed with the Accountant General Department, are required. 

The indicative start date is 10 May 2025 and the period of implementation of the specific contract will be 180 days from this date. Indicative end date: 6 November 2025. 

The minimum requirements covered by the team of experts as a whole are detailed below:

  • University degree in computer sciences, Information Technology (IT), accounting, business administration, financial management or any closely related subject;
  • Excellent English communication and writing skills (C-2 level proficiency);
  • Substantial experience in supporting a government accountant general department in the design, implementation, management, operation or upgrading of Government Accounting and Financial Management Systems;  
  • In-depth experience with implementing automated accounting systems, including knowledge and understanding of Public Sector Accounting Standards and the International Monetary Fund’s (IMF) Government Financial Statistics reporting requirements;
  • A minimum of 12 years working experience in leading or assessing Integrated Financial Management Information Systems (IFMIS) end-to-end implementation; 
  • A minimum of 12 years working experience with core aspects of implementing IFMIS: e.g. system design, networking, relational database technology, application development and implementation, testing, system integration, support and maintenance;
  • Hands-on experience in collecting, analysing and documenting system requirements, designing future business processes (to-be) and change management strategies;  
  • Demonstrated experience providing independent verification and validation services in respect of government financial management information system implementation projects;  
  • A minimum of 12 years working experience with implementing or assessing large, complex enterprise resource planning (ERP) projects within a public sector context;  
  • Considerable knowledge of government planning & budgeting systems and their relationship with accounting and other financial systems; and 
  • In-depth knowledge and working experience in minimizing the vulnerability of Integrated Financial Management Information Systems (IFMIS) to cybersecurity risks.
