PROJECT BACKGROUND
The Global Green Growth Institute (GGGI) was founded as a treaty-based intergovernmental organization in 2012 at the United Nations Conference on Sustainable Development. GGGI’s vision is a low-carbon, resilient world of strong, inclusive, and sustainable growth. GGGI supports its Member States in transitioning their economies towards a green growth model that simultaneously achieves poverty reduction, social inclusion, environmental sustainability, and economic growth. GGGI’s work contributes to its Member States’ efforts to deliver on the Sustainable Development Goals and the Nationally Determined Contributions to the Paris Agreement. In undertaking its mission, GGGI partners with both public and private sector stakeholders to develop innovative green growth solutions, mobilize project financing and investments, and share knowledge and lessons learnt.
Asia Regional Office (ROA)
ROA oversees a diverse portfolio of projects in the South, Southeast, and Central Asia region, assisting GGGI Member States cultivate sustainable development models to drive their economic growth. Its main functions include comprehending the unique requirements of each country, forging robust partnerships with stakeholders and collaborators involved in regional sustainable development initiatives, and developing regional projects and programs in policy and/or investment.
ASEAN-Korea Cooperation on Methane Mitigation (AKCMM)
AKCMM is a 3-year, USD 20 million regional project aimed at reducing methane emissions at scale in ASEAN Member States (AMS). The project seeks to achieve this objective through the following four interventions (i.e., outputs):
OBJECTIVES OF THE ASSIGMNMENT
To effectively achieve the project objectives, the Government Liaison Specialist will serve as the primary point of contact with relevant government agencies in Thailand, particularly the Thailand National Focal Point for the ASEAN Working Group on Climate Change (AWGCC NFP) within the Department of Climate Change and Environment (DCCE) for the AKCMM project. This assignment involves building and maintaining strong working relationships with government counterparts to facilitate effective communication and collaboration, ensuring project activities align with national priorities and policies, including Thailand’s climate commitments and methane reduction targets. The Specialist will act as a liaison between the government and other project stakeholders, including private sector entities and international organizations, advocating for project goals and objectives. Responsibilities will include supporting the organization of high-level meetings, workshops, and consultations; providing strategic advice on navigating governmental processes; and actively supporting key government partners and initiatives such as the AKCMM National Project Steering Committee (Methane Reduction Committee), the development of Thailand's Methane Reduction Plan (MRP), the Capacity Building Programme, and technical work on improving methane emission measurements. Furthermore, the role encompasses managing reporting duties on government engagement activities, maintaining detailed records, documenting and sharing lessons learned, and ensuring adherence to GGGI standards and safeguards. The Specialist will also identify opportunities for and organize capacity building activities, such as training sessions and informational briefings, tailored to government stakeholders to enhance their understanding of methane mitigation and sustainable development practices, ultimately providing essential administrative and logistical support for effective government collaboration and successful project delivery.
The consultant is expected to work closely with AKCMM Project Team. The primary work location will be onsite at the Division of Strategy and International Cooperation, Department of Climate Change and Environment. Entitlements over the one-year contract period include 10 National Public Holidays (listed by GGGI Thailand Office), 27 days of annual leave, and 10 days of sick leave.
DELIVERABLES AND PAYMENT SCHEDULE
Deliverables will be in accordance with the monthly progress report during the contract period (12 months). The monthly payment schedule subject to acceptance of deliverables by the Country Representative of GGGI Thailand.
