"EU-Kiribati Partnership for Resilience Building”

Technical Assistance for Ministry of Finance and Economic Development, Kiribati Tax Division and Kiribati Audit Office 

The global objective of this assignment is to:

  • Enhance the capacity of the Ministry of Finance and Economic Development to steer the growth and development strategy for Kiribati and make an efficient and effective use of the resources allocated by the European Union.
  • Enhance the capacity of the tax administration of the KTD to support more effective and efficient tax administration and collection of taxes as well as to strengthen the legal framework and tax legislation.
  • Support the KV20 in particular Pillar 4 on Governance where it recognized the need to revise and strengthen policies and legislation that promotes good governance and also establish and strengthen institutions within the public and private sectors that deal specifically with good governance in order to create a corruption-free society.

Expert 1 - Long Term Technical Assistance to Kiribati Tax Division and to the Ministry of Finance and Economic Development 

§  Nnumber of working days: 280 working days in Tarawa, Kiribati and 70 days Home Based.

§  Category of expert:  Cat. I (>12 years of experience)

General description of the position:  The Long-Term Technical Assistance will be responsible to ensure the timely delivery of the requested services described under this ToR. S/he will be responsible for meeting with the deadlines laid down in the work programme while ensuring quality control.

Qualifications and skills required:

Completed university studies of at least 3 years, attested by a diploma in Taxation or Revenue (Tax) Administration, Development studies, Social Sciences, Business, Public Administration or any other fields related to this assignment. In its absence 5 years of equivalent professional experience.

A minimum of 12 years of professional experience in tax administration.

Within the above 12 years of professional experience required, at least 4 years of:

a)      Proven experience working with Government line ministries in tax administration;

b)      Proven experience in Public Administration and Public Finance Management;

c)      Professional technical skills, and communication; Capacity to identify training needs, to organize specific trainings and to carry out training on the job;

d)      Proven experience of working in a team demonstrating professional facilitation, mentoring and advising skills; and

e)      Ability to establish and maintain professional working relations with local authorities and partners, preferably in the Pacific and/ or other Small Island Development States.

 

The following will be considered an asset and will be evaluated within the Specific professional experience during the evaluation procedure of the offer received:

 • At least two previous assignments working in developing countries;

• At least one previous assignment in the pacific region;

• Proved knowledge of EU external aid policies and procedures;

• Proved knowledge of the I- Kiribati context; and

• Strong background in good drafting and oral communication skills.

• Language skills: Proficient in written and oral English. Knowledge of Gilbertese (also known as Kiribatese or Ikiribati) will be considered an asset

• Additional information: Note that only one expert is required for this role as Key Expert 1 - Long Term Technical Assistance to Kiribati Tax Division and to the Ministry of Finance and Economic Development.

Expert 2 Long Term Technical Assistance to the Kiribati Audit Office:

·         Number of working days: 150 working days in Tarawa, Kiribati and 50 working days home-based.

·         Expert category: - Cat. I (>12 years of experience)

General description of the position: The Long-Term Technical Assistance will be responsible to ensure the timely delivery of the requested services described under this ToR. S/he will be responsible for meeting with the deadlines laid down in the work programme while ensuring quality control. 

Qualifications and skills required:

·         Completed university studies of at least 3 years, attested by a diploma in Accounting or Auditing. In its absence 5 years of equivalent professional experience; and

·         A CPA qualified or certified Chartered Accountant.

·         General professional experience: A minimum of 12 years of professional experience in public sector accounting and auditing.

·         Specific professional experience: Within the above 12 years of professional experience required, at least 4 years of:

·         Extensive experience in capacity development and working in a Supreme Audit Institution (SAI) in the Pacific region;

·          Proven track record of leading or/and conducting financial audits in the public sector;

·         Proven track record of having trained/used the Financial Statements of Government (FSG) audit methodology;

·         Experience in preparing and reviewing financial statements;

·         Proven track record of having trained/used the IntoSAINT tool;

·         Experience in developing audit manuals;

·         Professional technical skills, and communication;

·         Capacity to identify training needs, to organize specific trainings and to carry out training on the job;

·         Proven experience of working in a team demonstrating professional facilitation, mentoring and advising skills;

·         Ability to establish and maintain professional working relations with local authorities and partners, preferably in the Pacific and/or other Small Island Development States; and

·         Strong background in good drafting and oral communication skills.

·         The following will be considered an asset and will be evaluated within the Specific professional experience during the evaluation procedure of the offer received:

·         Previous experience in conducting Compliance Audits and performance Audits;

·         Proven track record of leading or/and conducting Compliance audit in the public sector;

·         Experience with IT Audits and understanding of IT general controls;

·         Previous experience with Environmental auditing;

·         Proved knowledge of EU external aid policies and procedures; and

·         Proved knowledge of the I-Kiribati context. 

Language skills: Proficient in written and oral English. Knowledge of Gilbertese (also known as Kiribatese or Ikiribati) will be considered an asset.

Additional information: Note that only one expert is required for the role as Key Expert 2 - Long Term Technical Assistance to the Kiribati Audit Office.

Expert 3 Technical Assistance to the Kiribati Audit Office – Legal Advisor:

 General description of the position: The Legal Advisor will be responsible to ensure the timely delivery of the requested services described under this ToR.

·         Number of working days: 50 days

·         Place of performance: Kiribati

·         Expert category: - Cat. I (>12 years of experience)

 Qualifications and skills required:

·         Completed university studies of at least 3 years, attested by a diploma in Law (LLB or equivalent). In its absence 5 years of equivalent professional experience.

·         General professional experience: A minimum of 12 years of professional experience, with a focus on legislative drafting, legal review, and analysis of bills and statutes or parliamentary counsel.

·         Specific professional experience: Within the above 12 years of professional experience required, at least 4 years of:

o   Experience in drafting legislation within legal institutions in the Pacific Region, preferably in Kiribati.

·         Extensive experience in capacity development and working in a SAI in the Pacific region;

·         Experience in preparing and reviewing legal frameworks;

·         Professional technical skills, and communication;

·         Capacity to identify training needs, to organize specific trainings and to carry out training on the job;

·         Proven experience of working in a team demonstrating professional facilitation, mentoring and advising skills;

·         Ability to establish and maintain professional working relations with local authorities and partners, preferably in the Pacific and/or other Small Island Development States; and

·         Strong background in good drafting and oral communication skills. The following will be considered an asset and will be evaluated within Specific professional experience during the evaluation procedure of the offer received:

·         Previous experience in conducting Compliance Audits and Performance Audits;

·         Proven track record of leading or/and conducting financial audits in the public sector;

·         Experience with IT Audits and understanding of IT general controls;
