Job Purpose
The Coordinator of the Conflict Sensitivity Hub (CSH) is responsible for the overall implementation of the CSH – he is responsible and have oversight over the master budget for the CSH and all its nested individual donor budgets, they also have oversight over the master workplan for the CSH and the master logframe. They are responsible for ensuring that the CSH is on track with its forecasted activity implementation, milestones and targets in the logframe and budgeted spend. Throughout implementation they are responsible for leading the process of making adjustments and reallocations where required to maintain the project’s momentum, in line with opportunities and changes in the operating context, and to ensure that the CSH meets all its donor and contractual requirements.
The CSH Coordinator also plays a crucial role in ensuring that the CSH’s implementation is in line with Alert’s policies and procedures, relays and liaises with the programme, finance and operations department of Alert who host the Hub at present, to ensure efficient and value for money in implementation.
The CSH Coordinator is also overall responsible for the quality assurance of all products that the CSH shares with clients and donor, manages these donor relationships, is responsible for ensuring the reporting is carried out on time and that donors contributing to the CSH have the opportunity to feed into its strategic orientation. They head up the thought leadership within the CSH, engaging key resource people inside and outside the CSH to ensure that the CSH remains relevant and is well positioned with regards to updates and changes in the HDP context.

Donor Relations and Representation
Management of the CSH’s budget, workplan and logframe
Lead on all planning, implementation and monitoring of the project
Work with the Communications and Advocacy Manager, the Research Manager and the Training and Accompaniment Manager to oversee the project's experts and ensure the quality of programmatic, financial, monitoring and evaluation management in collaboration with colleagues in the DRC office;
Lead on reviews, updates and adaptation to the changing context of project management tools, in particular the work plan, budget, results framework and intervention strategies.
Monitor the progress of the results framework indicators and document achievement and results, including changes brought about by the project, and adjusting implementation decision making in function of this.
Lead on monitoring of risk matrices, value for money and the quality of data providing information on the achievement of targets for the project's specific gender and conflict sensitivity indicators.
Authorise project expenditure on the basis of project plans, budgets and results frameworks in accordance with the authority matrix assigned to the project manager.
Plan and forecast expenditure, project activities, procurement and staffing to ensure adherence to the project contract and budget and to avoid budget overruns, under consumption, under expenditure and low levels of implementation of project activities.
Develop on the basis of an agreed reporting plan and submit on time and in good form the periodic financial and narrative reports due to each of the CSH’s donors in a timely manner.
Provide accurate and timely financial data to DRC and Africa Programme finance staff for planning, reporting and audit purposes.
Lead the project annual planning and budgeting processes led by the Project Manager.
Exercise strategic decision making and direction based on M&E data, advising changes in program direction and focus as needed in close collaboration with the Project Manager who advises on this.
Lead on organizing the project governance structures (Advisory Committee, Steering Committee, Technical Committee/Board and project team coordination) that will be put in place to enable the various stakeholders (decision-makers, coordinators and technicians) to engage with the CSH and to influence its functioning and the demands it responds to.
Quality Assurance
Quality assure and ensure regular ongoing analysis of the context and adaptation of the CSH programme in the DRC
Together with the Communications and Advocacy Manager, the Research Manager and the Training and Accompaniment Manager, identify the need for internal and external technical support and manage the contributions of technical experts through the development of terms of reference, work plans, evaluations of their contributions and technical reports;
Contribute to the ongoing development of effective tools for monitoring and evaluating conflict sensitivity (CS) initiatives;
In collaboration with the Research Manager, develop strategies for the production and dissemination of good quality analysis, studies, research and products produced by the project.
Supervise the Communications and Advocacy Manager, the Research Unit Manager and the Training and Accompaniment Unit Manager; ensure that these managers are themselves effectively managing their teams in line with Alert’s standards, ensuring effective performance management of experts and other staff under his/her responsibility, in particular by identifying capacities, staff development needs and monitoring their development,
Lead on the induction, advisory support, coaching and on-the-job training of staff, particularly in project management, project approaches, conflict sensitivity and peacebuilding and ensure this is happening in the sub teams
Build and maintain a cohesive, productive and effective CSH team
Organise team-building sessions to ensure social cohesion, professional communication and smooth technical interaction within the CSH
Evaluate performance and carries out regular check-ins with the team members under his/her line management in line with Alert’s People HR system.
Act as a facilitator and conduit between the project's technical team, , finance, operations and programme management.
Contribute to wider organizational goals within Alert
Contribute to the analysis of conflict dynamics, gender and the identification of its trajectories at local and national level, and contribute to the adaptation of International Alert's programme in the DRC
Keep abreast of and participate in wider organisational discussions and processes, for example by attending open days, strategic thinking, developing and pursuing thematic programming, representation and communication – at the national, regional and global levels.
Contribute to advocacy, communication and networking activities as required.
Prepare the monthly project report to contribute to International Alert's monthly global reports.
