About the Role

We are seeking an exceptional Project Manager with specialized expertise in environmental management and urban cleanliness to lead a transformative initiative in Saudi Arabia. Working in close partnership with a prominent municipal authority, you will spearhead the implementation of international best practices in urban sanitation and environmental stewardship. This strategic 5-year project represents a significant opportunity to drive sustainable change in one of the region's most dynamic environments.

Key Responsibilities

• Strategic Leadership: Direct the comprehensive planning, execution, and monitoring of all project activities in alignment with municipal objectives and Applus+ quality standards
• Environmental Excellence: Oversee sophisticated environmental studies, including benchmarking analyses, landfill assessments, and gas emission testing protocols
• Organizational Development: Lead the design and implementation of modern organizational structures and detailed job descriptions for municipal cleaning departments
• Knowledge Transfer: Facilitate comprehensive training programs and knowledge-sharing initiatives in collaboration with international subject matter experts
• Operational Excellence: Ensure robust 24/7 operational readiness, including during holidays and emergency response scenarios
• Stakeholder Management: Build and maintain productive relationships with municipal officials, community stakeholders, and technical teams to ensure project alignment and success
• Reporting & Analysis: Prepare and present detailed progress reports, technical documentation, and strategic recommendations to key decision-makers

Qualifications

• Minimum 15 years of proven professional experience in environmental management, urban sanitation, or municipal consulting
• Demonstrated success managing complex, multi-stakeholder projects with international dimensions
• Robust background in conducting environmental assessments and implementing sustainable waste management solutions
• Proven ability to lead organizational transformation initiatives within public sector entities
• Experience designing and delivering impactful training and capacity-building programs
• Fluent Arabic and English communication skills (spoken and written); additional languages advantageous
• Advanced degree in Environmental Engineering, Urban Planning, Public Administration, or related field
