ECO is taking part (with DFS as lead) to the bid for the preparation of the GIZ financed project “Project title: Climate-sensitive innovations for land management II (CLM II) Subject of the tender procedure: Technical advisory support for Lake Chamo Integrated Landscape Management (Output 3), Ethiopia

We are looking for 7 long term experts for technical expertise, advice

Expert 5: Pool 1 ‘National advisors’ with 7 senior long-term community based integrated landscape management planning experts (section 2.5 of the assessment grid)

7 National advisors in the implementation woredas as follows:

1 at Dita district who will also serve at Chencha district,

1 at Gacho Baba district who will also serve Arba Minch Zuria district,

1 at Geresse district,

1 at Bonke district,

1 at Segen district,

1 at Derashe district,

1 at Sarmale district who will also serve Soyama district.

General professional experience: 7 experts with 8 years of professional experience each in community-based natural resource management (including one long-term assignment of 6 months over the last 5 years)

 

Specific professional experience :

o   7 experts with 3 years professional experience each in the facilitation of community-based resource use planning

o   implementation and monitoring of natural resource management technologies and approaches including the use of GIS and remote sensing

o   gender and environment mainstreaming and proven experience in adult training methodology

o   7 experts with a valid motorcycle driving licence each and 3 years of motorcycle driving experience each

 

Tasks of expert pool 1

·       Analyse capacity needs and design appropriate capacity development measures for local partners on the planning, implementing, and monitoring of Integrated Landscape Management.

·       Working together with and supporting the regional, zonal and woreda administrations for achieving the objective of Output 3.

·       Develop framework for effective mainstreaming of successful integrated landscape management approach and ensure systemic integration of lessons into partner system

·       Identify the capacity development needs and ensure implementation of capacity development measures to improve service delivery as per the GIZ quality standards.

·       Coordinating under the guidance of GIZ the work with other development partners including other GIZ projects and KfW for the further development of the ILM concept.

·       Identifying pilot areas together with project partners and beneficiaries, based on transparent criteria.

·       Ensuring the coherence and complementarity of the services on planning and implementing ILM approach with other services delivered by the programme at local level.

·       Organize and document lessons learned and ensure sharing of knowledge with relevant stakeholders on ILM planning and implementation.

·       Advise on hiring short-term experts for specific tasks (e.g. impact studies, training and knowledge management).

·       Regularly advise project management on designing effective and efficient ways of reconceptualizing SLM approach to foster the transition to ILM.

·       Conduct NRM related value chain mapping and analysis; identify the scope of agricultural products in the intervention area and their potential for increased marketing.

·       Recommend value-chain product enhancements using the existing potential of WUA and other community-based organizations.

·       Lead the process of establishing WUAs; provide advisory services to the communities.

·       Guide, coach and backstop community and district level agricultural extension workers in the establishment and registration of community watershed user’s associations/cooperatives.

·       Advise woreda administrations on the establishment and registration of community watershed users.

·       Contribute to the development of innovative concepts in SLM which strengthen the ownership of local communities.

·       Support the development of innovative financing solutions for community watershed users’ associations/cooperatives to sustainably manage natural resources (Payment for Ecosystem Services, management and mobilisation of local grants and contracts).

·       Ensure sustainability and scaling up of project approach in the partner system, both vertically and horizontally.

·       Provide input and assistance to project Monitoring & Evaluation (M & E), reporting and administration.

The project will start in August 2025 with a duration of the project of 20 month until 05/2027.
