Experts for a Public Expenditure Review for the Education Sector in Greenland

The overall objective of the Education PER would be to provide evidence-based recommendations for: better fiscal management, efficiently and effectively use of public expenditures to support Greenland’s education sector, improve service delivery.

These recommendations aim to enhance operational and financial efficiency, enhanced financial sustainability, and promote equity to support Greenland's educational development goals.

Specific objectives include:

  • Optimising Public Education Investments: Are investments in public education appropriately prioritized, considering Greenland’s current and emerging challenges? Do they contribute to sustainable economic growth?
  • Assessing Financial Efficiency: Does public spending in education align with national priorities (e.g., key sectors such as education)? Are there areas where spending could be reduced without compromising policy goals?
  • Ensuring Budgetary Control and Fiscal Discipline in Education: Are fiscal management practices and transparency adequate?
  • Enhancing Education Service Delivery: Review the quality and accessibility of public education services, identify areas for improvement, particularly in remote communities, and explore opportunities for reforms focusing on innovation and cost effective service delivery.
  • Supporting long-term financial sustainability and equity: Address demographic and climate-related challenges while considering the diversification of revenue sources to ensure sustainable funding for the education sector. It would be useful to understand, how these elements (especially demographic and climate challenges) are related to public expenditures in the education sector.
  • Strengthening Public Financial Management: What reforms or capacity-building initiatives are required to improve public financial management in the education sector?
  • Providing Policy Recommendations: Develop actionable strategies to improve fiscal management and enhance public service delivery in the education sector.

 

For a PER in Greenland, the team of experts will require a diverse set of skills and expertise.The minimum requirements covered by the team of experts as a whole are detailed below: :

  • Economist(s) to lead the economic analysis of public expenditure, assess the sustainability of government debt, revenue generation, and fiscal policies, as well as provide insights into the economic impact of public spending and budget allocation. S/he will have a strong understanding of economic theory and macroeconomic analysis is essential, along with the ability to conduct fiscal analysis and assess the economic impacts of public expenditure. This role requires experience in economic modelling and forecasting, particularly in the context of small economies like Greenland, as well as expertise in evaluating fiscal sustainability, government revenue, and expenditure patterns. Additionally, proficiency in policy analysis and long-term economic planning is needed, along with the ability to use advanced economic tools such as computable general equilibrium (CGE) models, input-output models, and other fiscal analysis techniques.
  • Education Specialist(s): should be able to bring subject-matter expertise in education. S/he should have a deep understanding of sector-specific service delivery models and public investment needs. S/he should be able to assess how sectoral budgets align with national priorities, conduct cost-effectiveness analyses, and evaluate the impact of public expenditure on outcomes like educational performance.
  • Public Finance Expert(s) should have extensive knowledge of PFM frameworks, including budgeting, financial reporting, and audit procedures, along with a strong understanding of budget execution, fiscal rules, and budgetary controls. S/he should be able to lead the analysis of budget execution and fiscal policies, assess the alignment between expenditure and fiscal policy objectives, and formulate tailor-made recommendations to improve budget management and public financial oversight. • Data Analyst/Statistician(s) should be proficient in statistical analysis, data quality, and visualization, and have expertise in relevant software tools for processing large datasets. S/he will conduct data analysis to track public spending patterns, perform variance analysis, support cost-benefit analysis, and create visual representations of findings for stakeholders.
  • Stakeholder Engagement and/or Communication Specialist(s): should have expertise in stakeholder mapping, organizing public consultations, and facilitating dialogues between government and civil society. S/he should be skilled in public relations and media outreach, to ensure that feedback from civil society, sectoral experts, and the public are reflected in the final report and policy recommendations. S/he should also oversee the dissemination of the final report, ensuring clear communication of findings and recommendations through adequate communication channels, while also supporting the preparation of materials for briefings and workshops.
  • In addition, the Education PER team in Greenland should possess language skills that ensure effective communication and collaboration with various stakeholders, as well as the ability to analyse and report on public expenditure data. Given Greenland’s bilingual nature and its political and cultural context, the team should ideally have proficiency in English, Danish and Greenlandic (Kalaallisut). At least 1 team member should be fluent in Greenlandic.
