Description

Background:

The Syria Recovery Trust Fund (SRTF) was established for the financing of reconstruction activities to rebuild the country and alleviate the suffering of the Syrian people as a result of the on-going conflict. The SRTF was created to provide the international community with a vehicle to offer financial support to the National Coalition for responding to the needs of the Syrian people.

The Management Unit (MU) was established to manage the Fund and its allocations to projects addressing reconstruction, recovery, and stabilization to alleviate the suffering of the Syrian people.

Governing bodies of SRTF are:

  • The Steering Board (SB), with frequent meetings two times a year
  • The Management Committee (MC), meeting every three months
  • The Director General of SRTF (DG)

1. Key Responsibilities

  • Ensure ongoing compliance with the Organization’s internal policies, mandate, and operational guidelines;
  • Conduct periodic reviews and updates to compliance processes in line with evolving requirements;
  • Prepare official acknowledgment letters and other correspondence related to project implementation, as needed;
  • Collaborate closely with the Deputy Compliance Section Head in the execution and oversight of vetting procedures for relevant entities;
  • Draft financing agreements;
  • Check the contracts against EU-UN and US sanctions against Syria;
  • Maintain accurate electronic filing of compliance-related documentation;
  • Manage physical filing and secure storage of original compliance records;
  • Archive all official approvals and verify and confirm that proper approvals are obtained;
  • Confirm that proper approvals are obtained for all procurement derogations, supply & service contracts and variation orders.

  • Versatile capacity to deal in situations of challenging physical environment;
  • Highly detail-oriented with exceptional organizational skills.

3. Reporting

The Compliance Associate will be reporting to the Compliance Section Head or his Deputy in his absence.

4. Qualifications

  • Diploma/ Bachelor Degree/ Advanced university degree in Business Administration, Finance, Accounting, or similar;
  • Minimum 4 years professional experience. preferred in audit and compliance;
  • Knowledge and experience in working environments of emergency response actors and donors, and participation in multi-discipline project teams shall be positively evaluated;
  • Computer literacy is mandatory; Computer literacy in different software applications required for screening and vetting is highly desirable/ an advantage;
  • Very good/ working knowledge in English is required; Excellent proficiency/ working knowledge in Arabic;

5. Duration/ Location

  • Annual contract with 3-month probation period
  • The candidate will be working in the SRTF office in –Damascus Syria, with the possibility to travel in the region
