Ginger SOFRECO is looking for a consultant team leader to be presented on a tender for the EU funded "Support Albanian youth civic participation, community engagement and volunteerism, through promoting inclusive, gender responsive and structured dialogue and strengthening youth capacities at the central and local levels". The position is for 200 days, in Tirana, over 15 months.

Activities include:

1. Provide assistance and capacity building to the National Youth Council and the Local Youth Councils to effectively support youth participation, representation and engagement in policy and civic processes. Support will also be provided for networking and peer exchange

2. Development of a communication campaign targeting awareness raising and engagement of young people, youth-led and youth focused CSOs with the National Youth Council and Local Youth Councils and promoting youth civil and political participation, community engagement, and building trust in institutions. 

3.Provide assistance and capacity building to MoSYCh, NYA, and LGUs to ensure a meaningful and sustainable dialogue with Youth Councils and Youth CSOs.

4.Provide technical assistance to support the grant-scheme implementation and build the capacities of youth CSOs for grassroots youth involvement and activism, particularly in rural areas and among vulnerable youth.

  • Master’s Degree or equivalent, in social sciences / economic sciences / law / political sciences / public administration or 10 (ten) years of equivalent relevant professional experience.
  • Preferably 5 (five) but not less than 3 (three) years of experience with the implementation of youth related public policies or capacity building and/or institutional strengthening in the field of youth in an EU Member State or Candidate/Potential Candidate Country.
  • Fluency in English, both written and spoken
  • Preferably 10 (ten) no less than 7 (seven) years, of professional experience in the fields of youth engagement and participation in decision making, and/or youth development, support and wellbeing, and/or youth policy development and/ or implementation.
  • At least one experience as an expert for managing, monitoring or evaluating grant schemes supporting non-profit organisations in an EU Member State or Candidate/Potential Candidate Country.
  • Managerial experience in at least 1 (one) project in the area of youth, implemented in an EU Member State or Candidate/Potential Candidate Country.
