Performance-Based Maintenance Contract Specialist

Position: Performance-Based Maintenance Contract Specialist (Local Nationals with International Experience)
Location: DOWH HQ (and OPBRC sites), Papua New Guinea

Type: Full-Time, Permanent (50 months)

About the Project:
This role supports a World Bank-financed infrastructure program in Papua New Guinea focused on road rehabilitation, maintenance, institutional reforms, and capacity building under Output and Performance-Based Road Contracts (OPBRC).

Key Responsibilities:

·         Supervise the implementation of Output and Performance-Based Road Maintenance Contracts, ensuring full compliance with contract standards.

·         Collaborate with contractor’s Self-Control Units to monitor quality control and performance outputs.

·         Conduct technical inspections, site assessments, and regular progress reviews.

·         Oversee preparation and review of technical reports, traffic surveys, aerial and geotechnical mapping.

·         Evaluate contractor performance, certify work completion, and recommend payment certifications.

·         Support contract negotiations, claims review, and resolution of contractual disputes.

·         Coordinate design modifications, specification changes, and final as-built documentation.

·         Conduct capacity building and technical training for DoWH staff and counterparts.

Qualifications:

·         Local nationals only, with significant international experience in road maintenance contracts.

·         Civil Engineer with internationally recognized degree and professional membership.

·         20 years of professional experience, including at least 10 years directly managing Output and Performance-Based Maintenance Contracts.

·         Minimum 10 years of experience on multilaterally funded development international projects.
