FOR TENDER PURPOSES

Position: Procurement Specialist (Local Nationals with International Experience)
Location: DOWH HQ, Papua New Guinea
Employer: Renardet S.A. Consulting Engineers Switzerland - Asia Pacific
Type: (12 months total)

About the Project:
The position is part of a World Bank-funded infrastructure initiative in Papua New Guinea, focusing on road rehabilitation, safety improvements, institutional reforms, and capacity building within the Department of Works and Highways.

Key Responsibilities:

·         Oversee procurement processes in full compliance with World Bank Procurement Regulations and PNG National Procurement Act 2018.

·         Prepare bidding documents, technical specifications, and cost estimates for civil works, goods, and consulting services.

·         Coordinate the procurement planning process, including procurement strategy development and updates.

·         Facilitate bid evaluations, contract negotiations, and contract management, ensuring proper implementation, monitoring, and reporting.

·         Provide technical assistance and on-the-job training to local procurement staff on World Bank procedures.

·         Collaborate with financial management teams to ensure consistency in cost estimates, contract disbursements, and fiduciary responsibilities.

·         Maintain complete procurement documentation and records.

Qualifications:

·         Local nationals only, with proven international experience in procurement management.

·         Degree in Procurement, Contract Management, Civil Engineering, or a related field.

·         10 years of relevant procurement experience, preferably on donor-funded infrastructure projects.

·         Strong familiarity with World Bank or other multilateral development bank procurement frameworks.

·         Demonstrated experience in procurement planning, bidding processes, contract negotiations, and fiduciary oversight.

·         Excellent interpersonal, training, and stakeholder coordination skills.
