INTRODUCTION TO GGGI

The Department of Development Finance (DDF) is housed within GGGI’s Directorate for Green Finance and Corporate Services (DGFC), which oversees core institutional operations and fund management systems. DDF plays a central role in advancing GGGI’s ability to manage and facilitate strategic climate and development finance. Its mandate is to deliver effective fund operations, foster high-value partnerships, and strengthen institutional readiness for direct access to major climate finance mechanisms—supporting green transformation across GGGI member countries.

DDF comprises two key units:

The Green Trust Fund Unit, responsible for overseeing the management of donor-backed financing vehicles supporting inclusive, sustainable development; and
The Finance Strategy Cooperations Unit, which leads GGGI’s engagement with Multilateral Development Banks (MDBs), public development banks, and major climate finance institutions.
The department focuses on:

Operationalizing programmatic funds through transparent, accountable, and high-quality management systems.
Strengthening partnerships and delivering technical support to country teams on fund access and institutional capacity building.
Enhancing the alignment of GGGI’s investment pipeline with the evolving priorities of international financing partners, including areas related to mitigation, adaptation, and carbon finance.
Leading organizational efforts on GGGI’s accreditation and engagement with climate finance institutions.

Through its integrative work across climate, development, and emerging financing areas, including but not limited to sustainable finance and carbon finance. DDF contributes to GGGI’s broader mission of enabling green growth pathways that are environmentally sustainable, socially inclusive, and economically viable.

POSITION SUMMARY
The Director of the Department of Development Finance (DDF) is a senior leadership position responsible for guiding GGGI’s institutional strategy and operations in managing programmatic funding and advancing climate and development finance partnerships. The Director leads two core units—Green Trust Fund and Finance Strategy Cooperations—and plays a key role in strengthening GGGI’s access to and management of vertical climate funds in line with the organization's broader mandate for green, inclusive, and sustainable growth. The position reports to the Deputy Director-General (DDG) of Directorate for Green Finance and Corporate Services (DGFC).

The Director provides strategic direction to position GGGI as a credible and trusted partner for donors, Multilateral Development Banks (MDBs), and public development banks, ensuring alignment with international standards and the evolving priorities of climate and development finance institutions. The role involves strategic oversight of fund administration, institutional accreditation processes, and cross-functional engagement with internal teams and external stakeholders.

PURPOSE
The Director of DDF leads GGGI’s institutional approach to mobilizing and managing programmatic climate and development finance. The role oversees two workstreams that include bilateral donor funds and institutional partnerships with international financial institutions. The Director is responsible for ensuring that GGGI operates as a transparent, accountable, and high-performing fund manager, while also guiding the organization’s preparation for direct access accreditation to global climate funds. Through strategic oversight of fund operations, donor engagement, and institutional readiness, the Director contributes to GGGI’s ability to deliver impactful, well-aligned financing solutions, across mitigation and adaptation, in close collaboration with country teams, donors, and global partners.

ENGAGEMENT
The Director of DDF will:

Represent GGGI in key financing dialogues and bilateral donor engagements related to Korea Green New Deal Trust Fund (KGNDTF), a flagship bilateral financing vehicle under GGGI’s administration, and other Trust Funds in GGGI.
Serve as GGGI’s senior institutional focal point for strategic partnerships with MDBs, donor country public banks, GCF and other major global climate funds.
Engage with ministries and government counterparts in both donor and member countries to support strategic collaboration, resource mobilization, and co-financing opportunities.
Liaise closely with GGGI Teams to align pipeline development, project structuring, and delivery of GCF Readiness programs with donor criteria and fund strategies.
Collaborate with internal teams—including legal, fiduciary, safeguards, and procurement functions—to ensure high standards of fund operation, compliance, and institutional readiness.
Lead external coordination for GGGI’s accreditation processes with GCF and/or similar institutions, ensuring alignment with institutional standards and timelines
Represent organization in the practice area in the high-level forums, workshops and conferences.

DELIVERY
Provide strategic and operational leadership over the KGNDF, including transparent project selection, fund monitoring, and donor reporting.
Oversee the design and implementation of fund operation manuals, risk management frameworks, and compliance systems to meet the standards of key institutional and climate finance partners.
Monitor fund performance and ensure alignment with donor priorities, including emerging areas such as carbon finance and results-based mechanisms, where relevant.
Drive progress toward achieving Accredited Entity (AE) status for GGGI with major climate funds, coordinating cross-functional inputs across fiduciary, safeguards, and technical areas.
Support the implementation and strategic alignment of GCF Readiness programs alongside broader advisory services to GGGI Teams on access to earmarked and programmatic financing.
Contribute to organization-wide strategies for resource mobilization, institutional fund readiness, and alignment with evolving priorities in global climate and development finance.

REQUIREMENTS
QUALIFICATIONS
A Master’s Degree in economics, development cooperation, public administration or other relevant disciplines is required, while a Ph. D degree would be considered an advantage and is highly preferred.
Fluency in English and Korean, written and oral.
At least 15 years of professional experience in government relations, international development, donor relations and/or program management.
Minimum of two years of international experience (defined as living and working outside home country).

FUNCTIONAL
Experience working with government agencies and multilateral organizations
Experience in raising capital and managing portfolios from governments for allocation of project financing for international bodies
Demonstration of leadership and team-building skills
Understanding of global perspectives on green growth and economic development
Familiarity with intergovernmental processes and financial collaboration
Experience in managing stakeholder outreach and engagement processes
