Consultancy to support the EU Delegation to Malawi on Aid Effectiveness, Programming Priorities and Team Europe
Global Objective: To support the EU Delegation’s work in the area of aid effectiveness, implementation and monitoring of the Team Europe Initiatives in Malawi, and programming.
Specific Objectives:
Under the guidance of the Head of Cooperation and the Aid Effectiveness Programme Manager provide technical assistance to the Delegation and where required to the government or other partners on:
- The work related to aid effectiveness in line with global aid effectiveness commitments (e.g., Global Partnership for Effective Development Cooperation (GPEDC), Accra Agenda for Action (AAA)), in collaboration with other development partners.
- Operationalize and monitor TEIs in collaboration with EU Member States and the Government of Malawi and support EU Member States to use it as a policy dialogue tool.
- Support assessing and defining on the pertinence of current and future programming priorities in line with the evolving EU priorities at global and regional level and the political, economic and social context in Malawi.
Location:
- Normal place of performance of the specific assignment: Lilongwe, Malawi
- Mission(s) outside the normal place of performance and duration(s): Few missions outside of the normal place of performance are foreseen during the contract. However, missions will only take place in Malawi
Expertise required:
- Expert category: Place of Performance - Cat. II (>6 years of experience)
- Qualifications and skills required:
- 1) A Master’s degree in international development, public administration, economics, or a related field.
- 2) Proven ability to work effectively in cross-cultural settings and to facilitate dialogue among various stakeholders including ToR template OPSYS – part B Page 1 of 3 government officials, development partners, and local communities.
- 3) Strong analytical and communication skills, including report writing and presentation skills.
- 4) Familiarity with EU policies and programming processes, particularly in the context of development cooperation and aid effectiveness.
- 5) Demonstrated skills in project management, including planning, coordination, and implementation of multi-stakeholder initiatives.
- 6) Proficiency in English, both written and oral, with the ability to draft concise and informative documents.
- General professional experience:
- 1) A minimum of 6 years of professional experience in the field of international development or a related area, with a focus on aid effectiveness and development cooperation.
- 2) Experience in working with international organizations, government bodies, or NGOs in policy development, program management, or technical assistance.
- 3) Experience in monitoring and evaluation (M&E) processes, including the development and application of M&E frameworks and tools.
- 4) Experience in organizing and facilitating workshops, meetings, and training sessions.
- 5) Demonstrated experience in engaging in high-level policy dialogues and providing policy advice.
- Specific professional experience:
- 1) At least 5 years of experience in managing or supporting multi-donor initiatives and projects, ideally in the context of EU programming.
- 2) Proven experience in coordinating and implementing aid effectiveness measures, including organizing development cooperation meetings and fora.
- 3) Experience in designing and operationalizing M&E systems for development programs, preferably in sectors related to governance and agricultural diversification.
- 4) Experience in drafting policy and strategic documents, as well as contributing to the development of programming priorities and consultations with stakeholders.
- 5) Demonstrated experience in supporting the preparation and facilitation of high-level engagements with government officials and development partners.
- Language skills: Fluent in English - C1 Level
- Number of working days: 400 days
