Aquatic Animal Health Officer
Context
The World Organisation for Animal Health (WOAH – founded as OIE) is a leading intergovernmental organisation representing 183 Members worldwide. Through its activities, WOAH makes a decisive contribution to improving animal health, protecting animal welfare and strengthening Veterinary Services. The Organisation provides transparent information on world’s animal health situation, and promotes international standards, particularly in terms of the safety of trade in live animals and animal products. Job Description
Positioning and reporting
Under the authority of the Director General and the direct supervision of the Regional Representative for Asia and the Pacific, and in close collaboration with other officers in Regional Representation for Asia and the Pacific (RRAP), Sub-regional Representation for Southeast Asia (SRR SEA) and relevant Units and Departments in WOAH Headquarters.
Job purpose
The Aquatic Animal Health Officer contributes to improving aquatic animal health in the region and responsible for the implementation of the WOAH Aquatic Animal Health Strategy 2021–2025 and related activities in the region.
Missions and activities

Coordinate and contribute to improving aquatic animal health in the region

– Act as a contact person for WOAH HQ and for Members in the region on this matter;
– Coordinate with relevant partners and stakeholders and share relevant information with them.
– Coordinate and collaborate with other Regional Representations  

Contribute to the implementation of the WOAH Aquatic Animal Health Strategy 2021–2025 and to other related activities in the region
– Engage with relevant WOAH HQ officers in the development and implementation of regionally adapted programmes and activities in alignment with the Aquatic Animal Health Strategy;
– Serve as the officer in charge of secretariat for the Asia Pacific Aquatic Animal Health Network (AP AquaNet);
– Plan, organise and implement regional meetings, workshop and other activities for the implementation of above-mentioned the Strategy and the Network.  

Ensure the management of aquatic animal health related activities
– Address scientific and technical matters relating to the aquatic animal diseases (e.g., aquatic animal disease report, disease prevention and control, antimicrobial resistance in aquaculture, etc.) and liaise as appropriate with the WOAH Reference Centres for their technical support;
– Contribute to the integration of existing regional aquatic animal disease reporting system with WAHIS;
– Participate in regional meetings representing the Regional Representation; Manage specific technical activities and deliverables (including those implemented by consultants and external implementers) to ensure delivery of projects and activities outputs;
– Prepare activity and budget plans as well as technical and financial reports of the RRAP regarding aquatic animal health.  

In addition, the Regional Representative may, where necessary, assign to the incumbent any other duties within his/her area of competencies, or request him/her to represent the WOAH in designated meetings or other type of public fora.  
Requirements
Qualifications and Experience

Qualifications:  
– Graduate degree in aquatic animal health science, veterinary science or equivalent;
– At least 5 years’ experience in the aquatic animal health services or veterinary services;
– Proven experience in project management, including Monitoring and Evaluation and operational planning;
– Experience in the Asia-Pacific region or international environment would be an asset.
– Possession of a degree in veterinary medicine (DVM or equivalent) is considered an asset.  

Requirements:  

Technical skills:
– High English proficiency (oral, reading, speaking);
– Ability to organise and support international meetings including drafting conclusions and recommendations;
– Good analytical skills, oral and written communication skills;
– Good working knowledge of Microsoft Office software and virtual meeting platforms such as Zoom, Webex, and Microsoft Teams, as well as other web-based media communication tools.  

Interpersonal skills:  

– Ability to work in a multi-disciplinary, multicultural team and environment;
– Strong communication skills and proven ability to work both independently and collaboratively as part of a team, especially under tight deadlines;
– Ability to work under pressure, and to efficiently prioritize work across multiple parallel tasks;
– Courtesy, tact and ability to establish and maintain effective working relationships.  
Additional Information
Working conditions
– Salary: Base salary at 500,000+ JPY/month (commensurate with qualifications and experience).  
– Duration: Two (2) year (renewable)
– This post requires flexibility to travel internationally and long hours in a seated position at a computer.
– The post is sedentary and requires the availability of the agent at the Regional Representation for Asia and the Pacific, based in Tokyo, Japan. Overseas travel is expected on a regular basis.
