About the Project

QUAMED has partnered with Relief International (RI) to run a 4-year project to strengthen the quality assurance systems of local suppliers in four countries: Afghanistan (2024-2026), Yemen (2024-2026), Syria (2025-2028), and Myanmar (2026-2028). Over 18 months in each country, five suppliers will be supported to reach international quality standards (WHO Good Storage and Distribution Practices (GSDP) or Model Quality Assurance System (MQAS) for procurement agencies), to enable local procurement by NGOs working in each country.

To carry out this project QUAMED is looking for independent and experienced GSDP/MQAS experts who will be mobilized for SYRIA

The GSDP/MQAS experts are professionals with international experience and specialized in WHO GSDP standards and/or MQAS standards. For this project, their key responsibilities and tasks will be especially:

  • Participate in the technical review of applications from pharmaceutical suppliers
  • Conduct remote GSDP and/or MQAS assessments of pharmaceutical suppliers
  • Conduct full on-site MQAS assessment of pharmaceutical suppliers with comprehensive gap analysis
  • Support the suppliers’ teams with the development of their CAPA plan and its costing
  • Support the suppliers’ teams with the development of their technical assistance development plan
  • Provide technical assistance and capacity building (training and/or coaching) as needed to suppliers, including both on-site and remote support, over an 18-month period
  • Participate in the reporting of activities for project management purposes

The retained experts will be granted a consultancy contract of 100-150 days over a period of 18 months, in which not more than 50% of days will be in-country, the remaining remotely.

Qualifications required

Educational Background

A degree/diploma in pharmacy is preferred.

Qualifications and experiences

  • Strong working knowledge of the current WHO GSDP and/or MQAS
  • Suitable qualifications, knowledge, and experience in quality assurance in procurement and supply management of medical products
  • Recent (less than 5 years) practical experience as a GSDP and/or MQAS expert, according to international standards (EU/USFDA/WHO)
  • Recent (less than 5 years) practical experience providing technical assistance to medical product suppliers (distributors)
  • Professional experience as GSDP and/or MQAS auditor is an asset
  • Professional experience in product dossier evaluation is an asset
  • Proven regular training (attestation, certification, etc.) in current GSDP and/or MQAS standards and knowledge for assessment in the pharmaceutical field
  • Certificates of successful completion of QUAMED GSDP and MQAS training courses is an asset (https://learning.quamed.org/)
  • Low-and-middle income countries professional experiences is an asset

Others skills

  • Ability to work in English is required
  • Knowledge of local languages and Arabic is an asset
  • Communication and reporting skills
  • Ability to work in multicultural environments, adaptability, diplomacy, good work relationship-building skills
  • Ability to work with Word and Excel as well as familiarity with cloud-based tools
