INTERNATIONAL CONSULTANT on
FARM MANAGEMENT, DEVELOPMENT STRATEGY & INVESTMENTS
FOR SHORT TERM ASSIGNMENTS AS PART OF A LIVESTOCK PROJECT IN uzbekistan.
Project: Technical Assistance to Stimulate the Demand for Climate Finance in the Livestock Sector of Uzbekistan (RFP AFD/C2/QCBS/02). Attached terms of Reference.
Objective: Provide technical support to a range of producer’s organisations with the following objectives:
Present stage: Proposal
Launch: the initial duration of the project is set at 15 months, from 1 October 2025 to 31 December 2026. However, advanced negotiations are underway to extend the project implementation period until 31 December 2027.
Key responsibilities: The Consultant will develop a training programme and provide support for members of the professional organizations, and the broader interested public, in the following areas:
When preparing training materials, the capabilities of professional organizations’ members and other potential beneficiaries (resources, geographical location, skills, etc.) should be taken into account.
Based on the previous outcomes, the Consultant will prepare a training plan and a training program first directed to professional organisations’ members, with the ultimate goal to reach smallholders (Dehkans, Tomorqas), Family enterprises, Sole entrepreneurs, and cooperatives. This should include a general package regarding farm management, economical analysis of farm production, business skills development of farms owner and financial tools available[1] for farmers; and a specific package for each type of production.
In addition, the Consultant will develop, together with each professional organisations, information sharing material directed to their members to test this new service with a batch of farmers. Once identified, the Consultant will provide remote and field support to each organisation based on a methodology that will have to be proposed by the Consultant in the technical offer.

The French Livestock Institute (Idele) is the French national technical institute for the cattle, sheep and goat sectors. A non-profit, non-governmental organisation, Idele employs over 330 experts and has an annual turnover of €35 million. At international level, its International Technical Cooperation Office (BCTI) brings together the skills of all French livestock organisations to offer a full range of services: expertise, auditing, professional training, technical assistance and technology transfer for the development of the cattle, sheep and goat sectors.
The BCTI supports both private investment and the development of public regulations or national programmes. In recent years, the BCTI has been involved in some fifteen countries in the Mediterranean basin, Eastern Europe (CIS) and the Balkans, Central Asia, Latin America and West and East Africa.
