SUMMARY OF THE PROJECT
The Government of Ethiopia (GoE) has shown impressive economic growth and poverty reduction over the last decade. However, recent economic shocks caused by the global pandemic, international and domestic conflict threaten these gains, while Ethiopia’s fiscal situation restricts GoE’s capacity to act. Ethiopia’s tax revenue to GDP ratio is extremely low, possibly as low as 6.2% for FY22, which puts it amongst the lowest in Africa.  Its declining trend is more problematic.  Meanwhile, in its 2024 Medium Term Revenue Strategy, the GoE has set out 5.7% increment in the Tax/GDP ratio by the end of the 5th year (2027/28).  
 
In this context, the Tax Transformation Programme (TTP) is supporting GoE to self-finance its development through increased and sustainable revenue collection. Specifically, it is supporting increased voluntary compliance and creating a tax environment that encourages business and investment. Since 2019 TTP has been supporting the GoE on a number of tax reform related ambitions and was scheduled to close in 2024. However, recognising the critical contribution the programme is making to GoE and critical aspects of the Homegrown Economic Reform Agenda, FCDO has chosen to extend the programme to 2026. During this extension period, TTP shall continue to bring together technical tax expertise in the form of embedded and trusted advisers, UK HMRC, and other development partners to support GoE to raise revenues sustainably to meet the multiple demands on public finances.
 
Stabilizing and enhancing the Ministry’s aging Data and IT infrastructure has been a critical component of TTP’s work. TTP has also been laying the foundations for the Ministry’s digital transformation and will continue to support this important priority area during the extension period. Sustaining the results achieved during program implementation has been challenging, partly due to the limited technical expertise available and the Ministry’s capacity to retain capable staff. A recent skills assessment survey revealed that over 80% of IT personnel possess only basic or no proficiency in their core operational areas. The Ministry recognizes this as a significant risk and intends to gradually build the capacity of its staff to ensure self-sufficiency. In response, the TTP program has committed to enhancing the core competencies of IT personnel within the Ministry. This Terms of Reference (ToR) outlines the requirements for hiring up to 7 individual training service providers to achieve this objective.
 
 
SUMMARY OF THE POSITION
The primary objective of trainings is to build the technical capacity required to manage and sustain the core technologies that support efficient tax administration. This includes enhancing their ability to maintain and optimize critical systems, ensuring data integrity, strengthening cybersecurity, and improving overall system reliability to foster taxpayer compliance and streamline operations.
Specific objectives are:

  • Equip IT personnel with advanced skills to manage and maintain core tax administration systems.
  • Improve the capacity to install, maintain, configure, administer, and troubleshoot core systems.
  • Promote self-sufficiency by reducing reliance on external technical support.
  • Foster innovation in tax administration through the effective use of emerging technologies.
  • Support the implementation and scalability of digital transformation initiatives.

KEY RESPONSIBILITIES
The major responsibilities include:

  • Conduct extensive review of MOR’s technology portfolio, technical expertise level, and knowledge gap analysis
  • Agree on specific training content with directors of MOR IT Center based on assessment
  • Design course curricula that align with identified needs, incorporating relevant topics, modules, and learning objectives.
  • Identify and source necessary resources, including textbooks, software tools, and other educational materials.
  • Tailor existing training materials to fit the unique context of the tax administration's IT environment, ensuring relevance and applicability.
  • Develop pre-training and post-training assessments that evaluate the competency levels of participants in the relevant technology areas before and after training.
  • Schedule and administer the pre-training and post-training tests to all enrolled IT staff.
  • Ensure a conducive testing environment, whether online or in-person, with necessary tools and proctoring if required.
  • Provide a summary report of pre-training and post-training test outcomes to the tax administration’s management team.
  • Develop a training schedule that accommodates the availability of IT staff and minimizes disruption to their regular duties.
  • Deliver training sessions.
  • Utilize interactive teaching techniques to engage participants, including discussions, hands-on exercises, and real-world problem-solving.
  • Continuously monitor participant engagement and comprehension, adapting delivery methods as necessary to ensure understanding.
  • Collect immediate feedback from participants to gauge the effectiveness of each training session and make real-time adjustments if needed.
  • Ensure that training formats are accessible to all participants, including those with disabilities, by adhering to accessibility standards.
  • Provide training materials in digital formats, accessible via the online training platform and other appropriate channels.
  • Identify relevant international certifications aligned with the training areas and organizational needs.
  • Coordinate exam dates and times that accommodate the participants’ schedules and the organization’s operational requirements.
  • Track attendance for each training session, identifying patterns of participation and any attendance issues.
  • Develop and provide an exam bank of at least 75 questions to help prepare trainees for certifications.
  • Compile and analyze results from pre-training and post-training tests to measure learning outcomes and effectiveness.
  • Document any notable observations during the training process, such as participant engagement levels, common challenges, and successful strategies

JOB REQUIREMENTS
Candidates will be outstanding individuals with excellent professional and academic credentials, including managerial experience. Of particular interest are candidates with:
 

  • At least 15 years of experience developing and expanding core Oracle applications using Oracle Forms and reports, Oracle Apex, and Oracle ADF
  • At least 7 years experience in forms development, reports development, administration & deployment, APEX application development, advanced ORDS, ADF development
  • Proven track record of providing similar technical trainings (at least 4 trainings)
  • Relevant certifications such as
    • Oracle ADF Implementation Specialist
    • Oracle APEX Cloud Developer Professional
    • Oracle Certified Professional (OCP) – Oracle Database Developer
    • Oracle Certified Professional (OCP) – Java Developer
