Pomilio Blumm, a leading European agency specialising in public sector communication, is seeking to recruit a Key Expert 2 – Digital Communication Manager for an upcoming EU-funded regional communication programme covering the Southern Neighbourhood and Gulf countries, under the supervision of DG MENA (European Commission).
This high-profile project aims to enhance the visibility and perception of the EU through integrated communication campaigns, digital strategies, opinion polling, and capacity building in the MENA/Gulf region.
The Key Expert 2 (KE2) will be responsible for the implementation of the digital communication strategy across the programme. Working under the strategic guidance of the Team Leader (KE1), the KE2 will oversee the design and delivery of digital content, manage online platforms and social media, and ensure an impactful online presence of EU-funded activities in the target region.
Lead the planning and execution of online outreach and social media strategies;
Oversee the production of digital content, including audiovisual materials, infographics, and online narratives;
Develop and manage content calendars, community engagement strategies, and performance metrics;
Work closely with EU Delegations, the project team, and local actors to tailor messaging for target audiences;
Ensure content and platforms are adapted to linguistic, cultural, and digital habits of MENA/Gulf audiences;
Support the integration of digital tools in communication campaigns and coordinate their dissemination.
Education: University degree in communication, media, marketing, advertising, or a related field;
Languages:
Excellent command of English and French (oral and written) is mandatory;
Working proficiency in Arabic is considered a strong asset;
General Experience:
Minimum of 5 years of professional experience in communication, media, marketing or advertising;
Specific Experience:
At least 3 years of experience managing digital communication projects;
Demonstrated experience in social media strategy, content production (visual, written, multimedia), and digital dissemination;
Familiarity with audiences in the Southern Neighbourhood and Gulf is considered a plus;
Previous experience in EU-funded or international cooperation projects is an advantage.
Location: Home-based, with short-term missions to Brussels and countries in the MENA/Gulf region;
Duration: 48 months (start date: early 2026);
Working language: English;
Full-time expert input expected.
