About the Incentive Fund Phase 5

The Incentive Fund is a flagship program for the Australian Government that has delivered critical infrastructure to under-served communities across Papua New Guinea (PNG).

The Incentive Fund 5, commenced in July 2023 and will run for an initial four years, representing the next phase of Australia’s long-term investment in essential social and economic infrastructure in PNG, through a mechanism that has established its development effectiveness over two decades of operations. As with previous phases, the Incentive Fund 5 will deliver a competitive and high-quality grant finance mechanism that provides an incentive for communities to engage more purposefully and effectively in development.

The Incentive Fund Phase 5 will build on the success of earlier phases, and will also pilot new, innovative infrastructure delivery approaches, based on learning and evidence. The new phase will also scale up its gender, disability and social inclusion ambition; will deploy a more explicit capacity strengthening focus, with dedicated resources that are tailored to Incentive Fund partner organisations; and deliver a substantive public diplomacy strategy that enhances Australia’s reputation as a partner of choice in PNG.

The governance arrangements for the program include the Incentive Fund Board, which will provide strategic leadership and direction to IF5, particularly proposal assessment and awarding of grants. The Board consists of senior executive representatives from DFAT and the Government of PNG, as well as independent members from across business, government and civil society.

About the Role

The Infrastructure Project Manager will be responsible for supporting coordination, management and oversight of grant activities funded and delivered through IF5. The ideal candidate will bring proven expertise in project management, design coordination, construction supervision, environmental and social impact assessments, and contract or project administration.

About you

Selection Criteria:

To be successful for this role, you must possess the following including, but not limited to:

  • A relevant tertiary qualification, preferably from an engineering, architecture or construction related discipline is desirable.

  • Recent experience in project management, design management, construction supervision, environmental and social impact assessment, project documentation or contract administration.

  • Excellent communication and reporting skills.

  • Strong organisational skills and the ability to manage workloads and meet deadlines.

  • Knowledge and / or experience of applying gender equality, disability, social inclusion (GEDSI) and safeguards principles.

  • An understanding of infrastructure design processes as well as knowledge of relevant design standards, guidelines, and legislation for Australian and Papua New Guinea is an advantage.
