The Role

The Director of Finance and Operations will lead the human resource management, budget and finance, operations, and health, safety, security and environment (HSSE) teams. The Director Operations leads program risk management, chairs the HSSE and Safeguards Committee, and is on DT Global’s Incident Management Team. The Director Operations will sit on the Senior Management Team ensuring collaboration and coherence across the program ensuring effective identification and seizure of opportunities for impact.
The Director Operations will adopt a collaborative and proactive approach to working with colleagues and the client (DFAT), adjusting operations to account for changes in the context and DFAT requirements.

Roles and responsibilities

Core technical role

  • Leadership of the program’s Operations Team which covers:
    • human resource management
    • budget and finance
    • HSSE and programmatic risk management including insurances
    • operations specifically travel, assets, purchasing agreements and leases, and information, communications and technology (ICT)
    • deployments and pastoral care
    • Security planning, implementation, and incident management

  • Sit on the Senior Management Team and provide effective leadership to the broader Management Team to ensure coordination and coherence across the program and ensure quality delivery.
  • Provision of high-quality advice to activity implementation teams on operational and budget considerations relating to program activities Provision of high-quality advice to activity implementation teams on operational and budget considerations relating to program activities
  • Regularly review and refine business process mapping and standard operating procedures
  • Working with the Budget and Finance Manager, practice strategic financial management and ensure accurate expenditure forecasting, tracking and auditing; oversee the timely accounting and reconciliation of all transactions and lead transaction investigations and approvals
  • Ensure full compliance with DFAT regulations and policies; establish strategies and plans to manage fraud, anti-corruption and risk management reporting
  • Lead effective and inclusive programming by ensuring GEDSI, social safeguards, climate, change, localisation, monitoring, evaluation and learning (MEL), and other cross cutting issues are incorporated into implementation on an ongoing basis
  • Manage health and safety, security and employee-care strategies, procedures and protocols and ensure the well-being and protection of team members; lead continuous evaluation of security risk, response measures and services

Cross cutting issue support

  • Support and implement the application of GEDSI and social safeguard principles across the program and sector
  • Provide input and maintain records of information as required for the Monitoring, Evaluation and Learning (MEL) Plan of the program
  • Provide scheduled and exception reports on progress (i.e. inputs, outputs, risk management and outcomes)
  • Ensure that work aligns with and contributes directly towards the Sector Logic outcomes as defined in the program’s Annual Implementation Plan, MEL Plan, Action Plans and other planning documents
  • Adhere to ESIP quality and implementation of program strategies including performance management and risk management

Reporting Lines and Performance Management
The Director Operations will report to the Team Leader who will monitor performance and delivery of outputs in accordance with this Terms of Reference.

Selection Criteria
Qualifications

· Tertiary qualifications in Accounting, Finance, , Business Management or Human Resource Management and/or a related discipline (preferred but not essential).

Essential experience

  • At least 10 years’ experience working in project management and / or operations roles on donor funded programs within the Asia-Pacific region, including team leadership experience in complex, multi- disciplinary, cross-cultural contexts
  • Outstanding cross-cultural communication and interpersonal skills including the ability to quickly establish credibility and effective relationships with project personnel and external stakeholders, including donor representatives
  • Extensive experience and expertise with contractor and personnel management, including compliance, quality assurance and performance management
