Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organisation. We work with people affected by violent conflicts to enhance their security and dignity through Unarmed Civilian Protection (UCP). We work to reduce violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations.
OVERVIEW
Nonviolent Peaceforce (NP) is an international organization based in Geneva, Switzerland, that has been active in civilian protection work in the Philippines since 2007. Using the methodology of Unarmed Civilian Protection, our work aims to strengthen local peace structures, deter violations against civilians, and encourage protection capacities in conflict-affected communities in partnership with local civil society. Our mandate for implementing includes monitoring and reporting individuals’ concerns about safety, protective accompaniment for civilians and organizations in areas of conflict in BARMM and adjacent provinces, including Maguindanao del Sur, Maguindanao del Norte, Lanao del Norte, SGA, Basilan, Sulu, and Tawi-Tawi. NP creates safe spaces for peaceful dialogue between different stakeholders in the country, including local institutions, for community-based conflict prevention and conflict resolution, training local leaders and organizations in UCP methodologies for monitoring and civilian protection.
JOB SUMMARY
Under the supervision of the Program Manager, the Field Coordinator (FC) ensures the effective, timely, efficient, and context-sensitive delivery of activities in their assigned area under the SUSTAIN Project. The FC oversees day-to-day field-level operations, guides National Protection Officers (NPOs), coordinates with local communities and stakeholders, and ensures compliance with NP’s Unarmed Civilian Protection (UCP) approach and EU donor requirements. The FC serves as NP’s primary representative in local coordination forums, manages field teams, and oversees operational areas such as planning, reporting, safety and security, finance, administration, and strategic engagement to support the overall success of the project.
This EU-funded project has a total duration of 40 months.
KEY RESPONSIBILITIES
Project implementation and Coordination
- Lead the planning and execution of field activities based on approved work plans, ensuring alignment with project objectives, timelines, and EU requirements.
- Lead and supervise field teams, monitoring their performance, and ensuring high-quality and context-sensitive delivery of protection activities.
- Monitor progress, address implementation challenges, and document interventions in compliance with donor and NP policies
Technical Oversight and Capacity Building
- Provide technical guidance to field teams to ensure interventions reflect NP’s UCP methodology and best practices.
- Organize and facilitate training sessions, workshops, and discussions to build capacity of team members and local partners.
- Promote adaptive learning by integrating feedback, lessons learned, and M & E findings into planning and implementation.
Monitoring, Evaluation and Reporting
- Oversee accurate and timely data collection and documentation of field activities, supporting evidence-based programming.
- Collaborate with the M&E Officer to use data for tracking progress against targets and for learning purposes.
- Prepare and submit regular reports on project activities, outcomes, and challenges to the Programme Manager and relevant stakeholders.
Information Management and Knowledge Sharing
- Ensure proper digital and physical filing of field documentation, including attendance sheets from training sessions, meetings, and activities records and reports.
- Maintain and update field-level databases (protection activities, beneficiary details, case tracking, or other relevant data), ensuring data security and confidentiality.
- Generate reports from the databases to support monitoring, evaluation, and decision-making processes.
- Share key insights, challenges, and best practices with the Programme Manager and project team to enhance overall impact.
Strategic Relations and Representation
- Build and maintain strong, collaborative relationships with local authorities, civil society organizations, community leaders, peace process actors, and other stakeholders.
- Represent NP at local government meetings, coordination forums, inter-agency meetings, and community consultations
- Advocate for the project’s objectives and ensure donor visibility following EU guidelines.
- Respond constructively to stakeholder feedback in a timely manner to strengthen accountability and community trust.
Safety and Security Management
- Monitor and assess the security environment continuously and update the Programme Manager and field teams on potential risks.
- Enforce adherence to NP’s security protocols and lead local incident response as needed.
- Provide regular written security situation reports and security briefings and contribute to a culture of safety and preparedness
Team Leadership and Human Resource Management
- Supervise and provide guidance to field staff, fostering a motivated, accountable, and collaborative team culture.
- Facilitate regular performance reviews and staff development plans, ensure timely HR submissions, such as timesheets, and pay slips to Human Resource Officer in a timely and accurate manner.
- Liaise with HR and Finance teams to ensure compliance with NP policies.
Financial and Administrative Oversight
- Monitor field expenditures against the approved budgets, and ensure compliance with NP and EU financial regulations.
- Coordinate with the Programme Manager to prepare monthly financial forecasts and timely liquidation reports.
- Manage logistics, procurement and administrative needs for field activities, coordinating closely with relevant colleagues in the PMO.
- Oversee the organization of local events, stakeholder meetings, and training sessions, ensuring logistical requirements are met efficiently.
QUALIFICATIONS AND COMPETENCIES
- Bachelor’s degree in peace studies, development, social sciences, or related field.
- 3-5 years’ work experience on field coordination or project management experience in humanitarian, peacebuilding, or development programs.
- Demonstrated management experience in working in complex security environment.
- Demonstrated experience working with state authorities, negotiation and mediation.
- Demonstrated ability to live, work and solve problems independently and effectively in remote, highly challenging locations.
- Demonstrated ability to analyze conflict, security and political contexts.
- Proven ability to work effectively with local communities, government stakeholders, and partners.
- Experience in financial oversight, security management, and team supervision.
- Commitment to NP’s UCP approach, conflict sensitivity, and inclusive practices.
PREFERRED QUALIFICATIONS
- Preferable post-secondary education in refugee law, human rights, international human rights law, international. humanitarian law, negotiation, mediation, human security or related field.
- Post-conflict/conflict area experience.
