Team Leader (Key Expert)

The project "Capacity Development in TVET for the socially just and ecological transformation in Brazil"  supports the Brazilian government's efforts to align its Technical and Vocational Education and Training (TVET) system with the principles of sustainability, social inclusion, and economic transformation. It focuses on three main sectors: renewable energies, bioeconomy, and circular economy. The project seeks to improve access, quality, and employability outcomes of TVET for youth, especially women and vulnerable groups, while fostering public-private cooperation and enhancing the role of TVET institutions in Brazil’s just ecological transition.

Expert Days: 130 (105 remote, 25 in Brazil)

Tasks

• Overall responsibility and coordination of all contractor activities and outputs.
• Strategic coordination with GIZ leads for all three work packages.
• Lead on planning, managing and quality-assuring short-term expert assignments.
• Ensure coherence with GIZ and national/local interventions.
• Oversee implementation of cross-cutting themes (e.g. gender, human rights).
• Financial planning and fund use monitoring in coordination with GIZ.
• Contribute to evaluations and preparation of follow-up phases.

Qualifications

• Education: Master’s degree in education management, vocational pedagogy, social/economic sciences, engineering or similar.
• Languages: C2 English or German, AND C1 Portuguese.
• General Experience:

o   10 years in development cooperation, strategy, multi-stakeholder coordination.

o   3 work engagements as senior technical advisor or senior project manager with focus on green or social just transformation (4 points out of 10).

• Specific Experience:
• 8 years managing TVET capacity development and dual TVET with private sector.
• 5 years in employment promotion.
• 2 years in gender or vulnerable group-focused projects.
• Management: 10 years managing teams of 5+ staff.
• International Experience:
• 10 years in Africa, Asia or Europe.
• 3 years in emerging economies  (South Africa, Indonesia, India, Mexico, Turkey, Vietnam, Kenya, Pakistan
• Regional Experience: 3 years in Brazil, 5 years in South/Central America.
