Description

Duty station / modality: Vientiane with min. 60% of days in-country; max. 40% home-based (home-base location must be indicated)

Core function: Overall coordination and daily management of the project team; ensures timeliness and quality of deliverables; main interlocutor with the EU Delegation and stakeholders

Key responsibilities (operational)

  • Lead planning and coordination of Facility work and deliverables (6-monthly work plans + alignment with Requests for Services).
  • Ensure quality control of outputs, responsiveness to EUD decision-making needs, and smooth coordination across EUD sections/stakeholders.
  • Provide strategic inputs across sectors supported by the Facility (multi-sector, demand-driven).

Requirements

Qualifications & skills

  1. Master’s degree in relevant field (e.g., Public Administration, Political Sciences, Economics, International Development)
    OR Bachelor + 4 additional years (880 FTE) relevant experience on top of the general experience requirement
  2. English CEFR C2 (oral & written), certificate or proven past relevant experience

General experience
3) 10 years (2200 FTE) in development cooperation + institutional capacity-building (state and non-state actors)

Specific experience
4) 5 years (1100 FTE) in project management incl. planning/identification, budgeting, monitoring
5) 3 years (660 FTE) as Team Leader in international development cooperation projects
6) Proven capacity to produce high-quality written outputs (formulations, policy briefs, evaluations, studies): min. 3 outputs delivered in the past 3 years

  • Strong prior experience with EU development cooperation procedures
  • Prior experience in South East Asia
