Project Background

The Global Green Growth Institute (GGGI), in partnership with the Government of Tonga and the Department of Climate Change under the Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communication (MEIDECC), is leading the development of two ongoing climate projects.

Enhancing the delivery of Tonga’s Third Nationally Determined Contribution (NDC3.0): GGGI with funding from the World Resources Institute (WRI) Partnership Action Fund (PAF) will support Tonga deliver its NDC3.0 report document.

Supporting the third Tonga Strategic Development Framework (TSDFIII) and the Tonga Climate Change Fund (TCCF): Under the Low Emissions Climate Resilient Development (LECRD) project, GGGI will support the Government of Tonga with two activities: first is to draft the TSDFIII and integrate a climate finance strategy withing Tonga’s main development policy; and the second is to support the TCCF with the development of communications materials with GESI considerations (logo, website, templates etc.) to raise TCCF's corporate profile. It would also support the development of communications materials around the Operations Manual to assist potential applicants in the application.

Objectives

GGGI intends to hire a vendor to provide general graphic design and layout as outlined in these Terms of Reference.  

The successful vendor would be responsible for:

  1. Design the stationery and logo for TCCF: The vendor will design distinctive logo and complementary stationery suite that visually defines the TCCF
  2. Design of report layouts and promotional material for Tonga’s NDC:
  3. Design and layout of the NDC2.0 Review Report:The vendor will develop the cover page, document graphics, infographics and graphs based on the final draft provided by Microsoft Word Format.
  4. Design and layout of the NDC3.0 Report:The vendor will develop the report cover page, other page graphics, infographics and graphs based on the final draft provided by Microsoft Word Format.
  5. Develop awareness-raising promotional materialthat communicates the NDC3.0 targets and commitments (2x banners and 1x brochure)
  6. Design of report layouts and promotional material for the TSDFIII:
  7. Design and layout of the Final TSDFIII Report:The vendor will develop the report cover page, other page graphics, infographics and graphs based on the final draft provided by Microsoft Word Format.

Reporting Arrangements

The consultant’s work progress will be monitored primarily through periodic review meetings with GGGI’s Senior Progamme Manager in Tonga with progress reviewed by the Government Focal Point – Director of Climate Change.

 
Requirements

The following expertise is required:

  • 5+ years of relevant experience in the national context with a master's degree in graphic design, Visual Communications, Communication Design, or an equivalent combination of relevant education and experience
  • Must showcase a range of professional-quality graphic designs of at least 2 projects of a similar nature 
  • Proven experience in graphic design, particularly marketing, branding, and communication materials.
  • Proficiency in design software such as Adobe Creative Suite (Illustrator, Photoshop, InDesign).
  • Excellent communication skills and ability to collaborate with a diverse team.
  • Fluent in English and Tongan language
  • Strong portfolio demonstrates creativity and ability to develop compelling visual designs.
  • Strong understanding of sustainable development and Climate Change concepts is a plus.
  • Graphic designer must possess all necessary industry-standard equipment, software licenses, and resources required to successfully undertake and complete the scope of this assignment for effective collaboration and delivery of high-quality outputs.

Interested applicants must provide a portfolio of previous projects, a CV and cover letter outlining their proposed approach to deliver these terms of reference.

The date to close is Korean Standard Time (KST). Applications submitted after the deadline will not be considered Application. Cover Letter, and CV must be sent in English. A consortium, or a firm may not be engaged for the individual consultant's assignment.
