Background
With a total gross domestic product (GDP) of over USD 430 billion, Bangladesh is the second-largest economy in South Asia. Between 2000 and 2019, Bangladesh’s economy registered high GDP growth, averaging around 6% per annum. During this period, there were several notable improvements across different socioeconomic indicators, putting the country on track for a formal graduation from the group of least developed countries (LDCs) in 2026. Bangladesh’s score on the human development index (HDI) increased from 0.49 in 2000 to 0.68, placing it among countries categorized as medium human development. The national poverty rate fell from over 48% in 2000 to less than 19% in 2022.
Despite the progress, Bangladesh faces several development challenges, and with the current trend, the country is unlikely to meet several Sustainable Development Goals (SDGs). Even before the political crisis in 2024, Bangladesh was grappling with double-digit inflation. According to the latest estimate, GDP is expected to grow by 3.7% in 2025, much slower than the GDP growth in the past. Without an uptick in private investment, the economy cannot diversify, a necessary condition for creating decent jobs. With low social spending and weak capacities, the government is constrained from providing quality services to the people. Bangladesh is also one of the most vulnerable countries to climate change and is prone to natural hazards, including climate-induced disasters.
As the UN’s development agency, UNDP has been in Bangladesh since 1972, promoting inclusive growth and democratic governance, and helping the country to achieve equitable and sustainable development. UNDP has been a close partner of Bangladesh in co-designing policy solutions, building national capacities, and promoting innovations to help meet its developmental aspirations.
UNDP Bangladesh implements the Initiation Plan for Resilient, Sustainable, and Inclusive Development (IP-RSID) under the Resilience and Inclusive Growth (R&IG) Cluster. This plan offers a way to test or pilot projects that may result in funding or resources for programme or project scaling. Moreover, to begin organizing and carrying out development partner-approved programs or projects in an effective way for enhancing natural resources, promoting low-carbon development, building resilience to climate change, and creating a cleaner, more gender-responsive environment. Also, the IP provides new programming options that will enhance the nation's ability to manage the risks of climate-induced disasters and address the most marginalized and vulnerable groups in both rural and urban settings. It also deals with to strengthens disaster risk management, and builds the resilience of communities at risk. In addition to that government Land Management Automation Project amis to establish an integrated land database, fostering a transparent, dynamic, and accessible land management system while capacity development and palnning support is critical.
The country office is focusing on developing larger, more integrated and more flexible programmes and strengthening partnerships with government, development partners and business. This position is created as additional support to enhance UNDP’s strategic engagement with a storong focus of capacity development and planning support with the GoB for the digitalization of land services under initiatives such as the Land Management Automation Project (LMAP), contributing to a prosperous and inclusive society.
Furthermore, the IP-RSID offers a way to support government for review and update of policy and plan, test or pilot projects that may result in funding or resources for programme or project scaling. In addition to that, the IP provides new programming options that will enhance the nation's ability to manage the risks of climate-induced disasters and address the most marginalized and vulnerable groups in both rural and urban settings. In order to support the implementation of the ongoing IP-RSID and other projects/initiatives within the R&IG Cluster/Protfolio.In order to support the implementation of the ongoing IP-RSID and other projects/initiatives within the R&IG Cluster, the Project Analyst- Planning and Capacity Development —will be responsible for carrying out the necessary planning , stakeholders mapping , capacity need assessment, analysis , engagement and consultations for review, update and formulation polices, progarmmes and training & capacity building plan , more importantly review and formulation of plan and policies like National Paln for Disaster Management (NPDM) 2026-2030 in association with government ministry. The position also provide capacity building support to project staffs, government officials and sector minsitries/department to develop implementation plan of NPDM (2026-2030) and provide accessible and inclusive land managmnet and digital services in the ways listed below.

Minimum Education requirements:
Advanced university degree (Master's degree or equivalent) in Disaster Management, Natural Sciences, Social Sciences, Economics, Political Sciences or a related field is required.
Or A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.Minimum years of relevant work experience:
