ROLE PURPOSE:
The Human Resources Operations Manager provides high-level generalist support and strategic guidance in the administration of key HR programs and initiatives. This role oversees a range of responsibilities including recruitment and talent management, onboarding, benefits administration, wellness programs, HRIS and data analytics, compliance reporting and audits.
Essential Job Functions
Recruitment & Onboarding
- Serve as the sole recruiter for the HQ office, managing full-cycle recruitment for all positions—including interns, full-time staff, expatriates, and TCNs; responsibilities include drafting job descriptions, sourcing candidates, screening, coordinating interviews, managing hiring manager expectations, and negotiating offers.
- Manage new hire onboarding for HQ staff, including preparing and collecting employment paperwork, creating employee profiles in HR systems, and coordinating and facilitating first-day orientation to ensure a smooth and welcoming onboarding experience.
- Conduct exit interviews, manage offboarding processes, and document separation transactions.
Benefits Administration
- Administer employee benefits programs (health, disability, life insurance, FSA, 403(b), commuter benefits) including vendor management, contracts, enrollments, terminations, billing, and Open Enrollment.
- Collaborate with the CHRO to evaluate and recommend annual benefit offerings. Serve as the primary contact for brokers, providers, and vendors during renewal analysis and negotiations.
- Negotiate and manage contracts with benefit plan providers and consultants to ensure high-quality services and cost-effective solutions.
- Manage the commuter benefits program, including employee enrollments and terminations, monthly billing reconciliation, and coordination with Payroll to ensure accurate and timely processing of commuter benefit transactions.
- Serve on the Blumont Retirement Committee.
- Support the annual 403(b) plan audit by partnering with Payroll and external auditors to coordinate timelines, compile required documentation and ensure compliance with regulatory standards.
Health & Wellness
- Lead the health and wellness function for the HQ office, including planning, budgeting, and executing wellness initiatives and events; manage vendor sourcing, internal communications, and on-site logistics to ensure successful implementation and employee engagement
- Manage disability leaves, reasonable accommodations, and return-to-work coordination; collaborate with vendors and payroll for accurate benefits processing.
HRIS & Compliance
- Support the implementation of the UKG Human Capital Management (HCM) system, including data migration, testing, documentation, and end-user training for recruitment and benefits modules.
- Maintain data integrity across HR systems; produce and analyze HR reports as needed.
- Prepare and submit annual federal and state compliance reports including VETS100 and Form 5500, etc.
Performance Management
- Oversee the performance management process for HQ staff, including managing the annual performance review cycle in coordination with the Assistant Vice President of HR; support goal setting, timeline management, system administration, and training to ensure a fair and effective evaluation process.
Compensation
- Collect and analyze data to complete compensation and benefits benchmarking surveys.
- Coordinate the preparation and distribution of annual employee compensation statements, salary adjustment letters, and employee compensation notifications.
Internal Communications & Engagement
- Manage and maintain the Global Resources/HR intranet portal; draft and distribute internal HR communications.
Required Skills and Experience
- 5–7 years of experience managing full employee lifecycle functions
- Minimum 3 years of direct experience in recruitment and benefits administration
- Bachelor’s degree required (HR certification preferred)
- Proven project management and organizational skills
- Exceptional written, verbal, and presentation communication abilities
- Strong analytical thinking and problem-solving skills
- Proficiency in HCM systems (UKG preferred)
- Experience in international development, NGO, or government/contracting environments is a plus
- Familiarity with platforms such as Canva, MS Teams, EasyGenerator, CostPoint
- Proficient in Microsoft Office applications
- Demonstrated ability to handle highly confidential information with discretion

Physical Requirements
This is a hybrid position based at Blumont HQ in Arlington, VA. Requires in-office presence three days per week. Only local candidates (DC/MD/VA area) will be considered.
