AAM Consulting is currently looking for an expert for the “Consultancy to Review the Intra-Caricom Double Taxation Agreement and to Make Recommendations on Provisions that Align with Internationally- Agreed Tax Standards and Best Practices” project in the Member States of the Caribbean Community. The project is now in the proposal phase, and we are looking for an expert interested in the implementation and possessing all the qualifications and skills required for the position.
Duration: The intended start date is as soon as both parties have signed the contract agreement, and the period of implementation of the contract will be approximately three (3) months from the contract date.
Working Languages: English
Main objective: The main purpose of this Consultancy is to conduct an examination of the ICDTA and related draft protocol and make recommendations on the new provisions or amendments that would bring the treaty into conformity with internationally-agreed tax standards and rules.
The results to be achieved are:
(i) An assessment of the divergences between the provisions of the ICDTA and the internationally-agreed tax standards and rules;
(ii) Recommendations (with justification) on draft provisions and / or amendments for incorporation in the ICDTA to address, inter alia, the prevention of treaty shopping, enshrine the concept of beneficial ownership, and incorporate the Global Anti-Base Erosion rules;
(iii) Explanatory notes to the proposed provisions to allow for their common application and leveraging of relevant available tax treaty commentary.
Expertise required
Key Expert 1: International Tax Policy Specialist
Qualifications and skills
· At least a Master’s Degree in Economics, Tax Policy, Tax Administration, Development Administration, Accounting or related discipline;
General Professional Experience
· At least 10 years’ experience in tax administration and/or formulating tax policy, as well as advising on tax treaties.
· Familiarity with the OECD/UN Model Tax Conventions and cross-border taxation.
· Excellent written and oral communication skills in English.
Specific Professional Experience
· Sound understanding of Double Taxation treaties and specifically, the Intra-CARICOM Double Taxation Agreement.
· Comprehensive knowledge of the international tax standards and rules governing tax transparency and anti-base erosion.
