The Role

The Senior Skills Adviser (SSA) will be responsible for leading several activities including providing targeted technical assistance in the design, development and delivery of new TVET programs in Wall and Floor Tiling, and Bricklaying and Block laying for the Tonga National University, School of Science and Technology (TNU, SST), support Tupou Tertiary Institute (TTI) Pouono in developing the required training and assessment materials for the delivery of the accredited program. These materials will form part of the final submission to Tonga National Qualification and Accreditation Board (TNQAB) for institutional accreditation to deliver the qualification. The role will also assist with Industry and TVET Provider Engagement Workshops.  

The SSA will be embedded at TNU, SST and will work in close partnership with TNU SST staff to strengthen institutional capacity through hands-on support in curriculum design, trainer capability and training infrastructure assessment, and program accreditation.  

Roles and Responsibilities

  • Conduct a comprehensive quality review of TNU SST’s readiness to deliver the proposed programs.  
  • Lead curriculum development and accreditation processes. 
  • Develop and package accredited short courses and Level 2–4 qualifications in the identified trades. Ensure all programs are competency-based and aligned with national and regional standards. 
  • Collaborate with TNQAB, industry, and relevant stakeholders to ensure regulatory alignment, compliance, and sustainability. 
  • Facilitate feedback loops with stakeholders to inform program design. 
  • Facilitate institutional capacity building by providing technical assistance and mentorship to TNU SST staff in preparation for delivering the qualifications including curriculum familiarization, training delivery planning, assessment tools development, RPL tools and processes, validation and moderation processes. 
  • Strengthen internal systems to support quality training delivery, including conducting training needs assessments for staff, internal quality assurance, and learner support mechanisms.  

Selection Criteria

Essential Experience and Knowledge

  • A tertiary qualification in TVET, Education, Construction Trades, or a related field. 
  • Demonstrated experience in Curriculum Development, training package design, and program accreditation within the construction trades sector. 
  • Proven ability to support institutional capacity development, ideally including teaching qualifications such as the Certificate IV in Training and Assessment (TAE) or regional equivalents. 
  • Strong background in trainer mentoring and competency-based training and assessment. 
  • Demonstrated ability to engage effectively with industry stakeholders, government agencies, and training providers to co-design training pathways and employment linkages. 
  • Proven experience working in an embedded advisory or institutional strengthening role within a TVET institution or similar setting. 
  • Experience working with national training providers and understanding of Pacific regulatory and quality assurance systems (e.g., TNQAB or EQAP frameworks). 
  • Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
