Background
Public Administration International (PAI) is the UK-registered company with 30 years’ experience in implementing aid-funded technical assistance projects in the areas of public administration, justice and good governance.
Jointly with another UK firm, called “Governance and Justice Group” (GJG), PAI was awarded a contract by GIZ (German Corporation for International Cooperation) for the development and implementation of the Capacity Development Strategy for the selected government and non-government institutions in the justice sector to provide better services to vulnerable justice seekers, especially women.
This contract is financed under "Access to Justice for Women" project by the German Federal Ministry for Economic Cooperation and Development and co-funded by the European Union.
Project’s tasks
The scope of this contract involves the following tasks:
· Development of a Capacity Development Strategy (CDS)
· Development of training modules and materials based on priorities of CDS
· Organise and implement the training modules
· Integrate the training modules and materials into the training curricula and programmes of government and non-government institutions
The project’s duration is 18 months (1 July 2025 to 31 December 2026). See further details in the project's TOR attached.
Tasks of Expert
The consortium is looking for an Expert on Training Needs Assessment (TNA) and training module development to support the consultancy team in the following specific tasks:
• Give all necessary legal expertise input to the development and implementation of the CDS and TNA, to identify skills gaps and training needs of key stakeholders
• Conduct a comprehensive analysis of the existing training and capacity development materials of target institutions
• Provide technical legal input for the innovative, interactive training modules and related training materials to effectively address the identified gaps in the skills and knowledge of target stakeholders.
• Deliver training sessions for target stakeholders
Input: 60 working days over a period of 18 months (July 2025 to December 2026).
Qualifications of Expert
• Education/training: Master’s degree in law or equivalent subject
• Language: Proficient (C1-level) user of English language with a native fluency in Bangla
• General professional experience: 12 years of professional field experience to work in the justice and governance sectors, in depth understanding of the roles and responsibilities of various actors in the justice sector that are target groups under this contract (ministries, government and non-government organizations, courts etc).
• Specific professional experience: 8 years of professional experience in the capacity development field including training need assessment, module development and conduct training for justice sector.
• Leadership/management experience: 3 years of management/leadership experience
• Regional experience: 5 years working experience in Bangladesh
