Project Summary
The project “Strengthening Chemical Waste Management in East and Central Africa (P111)”, financed by the European Commission and implemented by the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP/FIAP), aims to improve the management of hazardous chemical waste in 11 countries across East and Central Africa.
Its overall goal is to protect public health and the environment by reinforcing technical, legal, and institutional capacities, while aligning beneficiary countries with international frameworks such as the Bamako Convention and the UN Recommendations on the Transport of Dangerous Goods.
The project is structured into seven key areas of work (Work Packages – WP):
- Public and stakeholder awareness and training.
- Judicial and regulatory strengthening.
- Improved inter-institutional and regional coordination.
- Capacity building for prevention, recycling, transport, and disposal of chemical waste.
- Risk mitigation in the transport of dangerous goods (ADR).
- Reinforcement of detection, traceability, and control systems against illicit trafficking.
- Regional simulation exercises on emergency management of chemical waste.
Main Responsibilities of the Expert
The selected Expert in Hazardous Chemical Waste Management will:
- Provide technical leadership in hazardous chemical waste management within selected Work Packages.
- Support the development of classification, traceability, and treatment systems for chemical waste.
- Design training materials and technical guidelines, including best practice manuals and modular training content.
- Deliver high-level technical and regulatory assistance to national institutions, supporting the adoption and harmonization of legal frameworks.
- Contribute to regional harmonization and inter-agency cooperation, promoting sustainable solutions.
- Participate in awareness-raising events and technical seminars with key stakeholders.
- Draft technical reports and deliverables, ensuring quality and compliance with EU and FIAP requirements.
- Join missions and regular monitoring meetings with the European Commission, FIAP, and partner countries.
PROFILE
Mandatory,
- Advanced university degree in Chemistry, Agricultural Engineering, Environmental Sciences, or a related field.
- At least 5 years of professional experience in hazardous chemical waste management.
- At least 5 years of experience in Africa in chemistry, environmental sciences, or waste management.
- At least 5 years of experience in international cooperation projects.
- Fluency in English and French (C1 level or native), both written and spoken.
+ Specific experience in training on issues related to waste in Africa - Studies related to chemical waste
- Proven experience in training in Africa: at least 3 years of technical or academic training in chemical waste management or environmental issues on the African continent.
- Technical publications: more than 10 publications, books, or studies related to chemical waste management or environmental sciences.
Contract Conditions
- Initial duration: 15 months, with possible extensions up to a maximum of 39 months.
- Estimated workload: approx. 9 working days per month (135 days in the first phase).
- Work modality: combination of remote work and missions to East and Central African countries.
