CONTEXT

Caritas Czech Republic (CCR), through its Humanitarian and Development Assistance Department (HDD), is launching a call for proposals for technical expert services to support a range of activities related to plastic value chains and recycling in Laos as part of EU SWITCH-Asia funded initiatives.

The supplier will support the implementation of four key activities related to plastic recycling and waste management in Laos. These activities include analysis, assessment, monitoring, and policy development.

Applicants are expected to outline their relevant experience and offer proposal for each of the four activities. Multiple technical experts may be selected, each responsible for a specific output. Alternatively, one expert may be selected to implement all four activities, depending on the qualifications and cost-effectiveness of the proposal.

SCOPE OF WORK

The selected provider will be expected to deliver:

Output 2.1. Gender-responsive single-use plastic consumption flows analysis and alternatives assessed- Year 1

  1. 2.1.1. Conduct gender-responsive analysis of plastic value chains and consumer behaviours.

Purpose of the Activity:

  • This activity aims to conduct a comprehensive analysis of plastic value chains and consumer behavior in the hospitality and food sectors in the district of Kaysone (Savannaketh Province) and Thakek (Khammuane Province). This process will involve conducting the assessment and hiring a research consultant for the deliverables.
  • This foundational research will map complete value chains from sourcing to disposal, identifying plastic usage volumes, types, and key stakeholders at each stage. The analysis incorporates a robust gender lens to examine differentiated roles of women and men throughout the value chain.
  • The research methodology includes focus group discussions and surveys across diverse consumer demographics to understand purchasing motivations, barriers, and decision-making patterns related to plastic consumption. Findings will directly inform the Social and Behavior Change Communication (SBCC) campaign under Activity 1.1.1, ensuring culturally appropriate and gender-sensitive alternatives that address the needs of all stakeholders.

Methodology applied

  1. Comprehensive design including sampling methodology, data collection tools, survey questionnaires, and focus group discussion guides tailored for different demographics and groups. Includes provision for translation between English and Lao as needed.
  2. Identifying the types and volumes of plastics used, along with the main actors involved, and mapping the plastic flow across the value chain—from sourcing to disposal—in the two targeted districts. Carrying out a gender analysis to examine the roles of women and men at each stage of the chain
  3. Executive summary with key findings and recommendations, full technical report including methodology, findings, and analysis, and a Gender analysis chapter examining women's and men's differential experiences. Cultural sensitivity assessment for proposed interventions. Insights to support the development of practical, inclusive alternatives to single-use plastics.
  4. 2.1.2. Conduct assessment of the potential recyclability of single-use plastic items.

Purpose of the Activity:

  • his activity aims to assess the potential for recycling or reusing common single-use plastic items in Kaysone (Savannakhet) and Thakek (Khammouane). An international consultant, specializing in plastic waste and recycling technologies, will conduct a feasibility study covering technical, economic, and social aspects.
  • Community consultations will also consider gender, social, and cultural factors that may affect solutions. The findings will highlight promising alternatives to be promoted in demonstration hubs (Output 2.3) and will inform youth-led eco-challenges (Output 1.2).

Expected Deliverable:

Assessment of the potential recyclability of single-use plastic items meeting the following requirements:

Methodology applied

1. Assessment design and data methodology, including sampling methodology, data collection tools, and survey questionnaires that focus on plastic items, local infrastructure, and economic feasibility. Engagement of a research consultant and waste management experts to collect data, analyze material composition, and evaluate infrastructure capacity.

2. Development of practical recommendations and alternatives with the highest potential for real-world application. Stakeholder consultations involving manufacturers, recyclers, and community members to understand social, cultural, and gender-related factors influencing recycling practices. Findings will inform the creation of circular economy demonstration hubs (Activity 2.3) and youth-led eco-challenges (Activity 1.2).

FINANCIAL FRAMEWORK

  • The limit for section A2.1.1 is 11,000 EUR. With the exchange rate applied according to INFO EURO.
  • The limit for section A2.1.2 is 9,000 EUR. With the exchange rate applied according to INFO EURO.

ELIGIBILITY AND QUALIFICATION REQUIREMENTS

  • At least a few years of proven record in waste management and/or plastic recycling.
  • Demonstrated capacity to conduct research, evaluations, and policy development.
  • Experience with gender-sensitive and inclusive approaches.
  • Fluency in English.
  • Experience with Humanitarian and Development sector.

PROPOSAL STRUCTURE

Proposals should include the following:

  1. A brief description of the proposed solution for each deliverable and its relevance to CCR’s development and humanitarian work.
  2. Detailed quotation with breakdown of costs.
  3. List of previous assignments demonstrating relevant expertise (preferably with reference).

EVALUATION CRITERIA

Proposals will be evaluated based on:

  1. Relevance, feasibility and technical quality of solutions proposed.
  2. Cost efficiency is determined by a detailed breakdown of expenditures.
  3. Proven experience and technical qualification of the applicants.
  4. Clarity, coherence, and professionalism of the proposal.
