The Role
Given the diverse contexts and interactions involved, safeguarding implementing partners, stakeholders and program staff is paramount. The program prioritizes a safe and respectful environment across activities and operations.
The Safeguards Manager is a member of the Regional Operations Team and is responsible for developing and implementing Pacific Australia Skills Child Protection (CP) and Prevention of Sexual Exploitation Abuse and Harassment (PSEAH) policies and procedures across the program and with Pacific Australia Skills partners. This includes undertaking partner and activity risk assessments, developing action plans, training, and capacity building, and monitoring to ensure program-level and partner compliance with CP and PSEAH policies to prevent harm to communities, staff, and the environment.
Roles and Responsibilities
Relationship management:
· Develop and maintain positive and constructive working relationships with Pacific Australia Skills staff and implementing partners, guided by the agreed ‘ways of working’ where in place.
· Foster a culture of active compliance with DT Global, DFAT safeguarding policies, national laws and international safeguarding standards, among Pacific Australia Skills staff and partners using messaging that is readily understood, processes that are easy to follow, and instilling confidence to act.
Safeguarding compliance:
· Ensure consistent implementation of Pacific Australia Skills CP and PSEAH policies and procedures at the program level and component level including implementing partners.
· Provide guidance to Pacific Australia Skills staff on safeguarding issues, such as appropriate use of child images and information, appropriate use of IT and communications systems, recruitment screening and onboarding.
Monitoring, Reporting and investigation:
· Monitor country plans and regional activities for safeguards compliance.
· Contribute to Pacific Australia Skills monthly, six-monthly, and annual progress reports, including updating annual work plans and risk registers.
· Participate in Pacific Australia Skills monitoring and evaluation linked workshops.
· Maintain accurate and complete records of partner safeguarding administration in, MIS and SharePoint following confidential information guidelines as appropriate.
Training and Capacity Building:
· Design and deliver training programs for staff, implementing partners, and stakeholders.
· Build organizational capacity on safeguarding issues (e.g. child protection, PSEAH and environmental impacts).
· Promote a culture of zero tolerance for sexual exploitation, abuse, harassment and child abuse.
Other:
· Act as Pacific Australia Skills Safeguards Focal Point for DT Global and actively participating in the safeguard's community of practice.
· Communicate any DT Global CP and PSEAH policy and procedural updates to Pacific Australia Skills staff and partners.
Selection Criteria
Essential Experience and Knowledge
· Degree in social sciences, environmental science, international development, law or a related field.
· Minimum five years professional experience in a similar safeguarding role for a multi-country organization, managing contractor, or development program.
· Extensive experience with working in alignment with safeguard frameworks (e.g. DFAT, World Bank ESF, UN policies, IFC Standards).
· Experience conducting environmental and social impact assessments (ESIAs), risk assessments, and community engagement.
· Excellent communication, interpersonal and report writing abilities with demonstrated proficiency with Microsoft Office and databases.
· In-depth knowledge of donor policies as they related to compliance including but not limited to fraud, risk management, financial management, environmental safeguarding and information management.
· Competence in comparative analysis of policies to assess compliance and gaps.
