The International Committee of the Red Cross (ICRC) regional delegation is opening a full-time position for a Finance Officer, based in Warsaw.
The ICRC is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC also endeavors to prevent suffering by promoting and strengthening international humanitarian law (IHL) and universal humanitarian principles.
The ICRC regional delegation in Poland contributes to the ICRC’s humanitarian response to the international armed conflict between the Russian Federation and Ukraine in the countries bordering Ukraine, Belorussia and Russia, helping reunite families separated by the conflict, supporting the work of the National Red Cross societies, working with national authorities, and strengthening respect for international humanitarian law and humanitarian principles.
Purpose of the position:
The Finance Officer will be primarily responsible for close collaboration with the accounting team in shared services, ensuring the consistency and completeness of financial data and compliance with accounting standards. In addition, the Finance Officer will oversee cash flow management within the Regional Delegation (Poland, Hungary, Romania) and lead financial reconciliations and settlements with partners - National Societies.
This role will cover operation in Poland, Hungary and Romania.
As part of Support team the Finance Officer will also provide support in administration areas helping to maintain business continuity.
Main duties and responsibilities:
Finance Management
• Monitor changes in finance regulations relevant to the context and provide advice to the supervisor.
• Organize training sessions for administrative and non-administrative staff to ensure the Delegation’s Rules on Financial Management (RFM) and related procedures are well implemented, explained, and understood.
• Lead financial tracking of cooperation with National Societies. Ensure proper, complete and timely financial documentation. Contribute to budgeting, financial reporting, and forecasting.
Accounting
• Collaborate with FSS Accounting team, ensure accuracy and completeness of financial documents.
• Oversee and validate monthly and annual accounting closing process, including reconciliations, balance sheet declarations. Ensure proper accounting of cooperation with National Societies Cooperate with Internal Control team to ensure high quality financial processes, proper documentation and archiving.
Cash and Bank Management
• Supervise and control treasury and bank management in line with delegation responsibilities, RFM rules, and thresholds.
• Coordinate with bank representatives on requirements (e.g., access, signatories) and ensure timely renewal of bank powers of authority.
• Approve payments in the e-banking system within authorized RFM limits.
• Support smooth operations through effective cash-flow management
Professional experience and education required
• University degree in Finance, Accounting, Business Administration, or related field.
• Minimum 5 years of professional experience in financial management, accounting
• Proven experience with budgeting, financial reporting, and compliance with financial regulations.
• Strong analytical and problem-solving skills with high attention to detail.
• Fluency in Polish and English (spoken and written).
• Proficiency in MS Office and collaborative tools.
