SUMMARY OF THE PROJECT
The Canadian Trade and Investment Facility for Development is an eight-year, CAD 11.6  million demand-driven program aligned with Canada's Feminist International Assistance Policy (FIAP) to support sustainable trade and investment-related policy reforms and economic development initiatives that promote women's empowerment and inclusive growth and have a high potential to reduce poverty in ODA-eligible developing countries in the Asia-Pacific region. CTIF provides technical assistance based on the needs identified by potential beneficiaries and according to an assessment process jointly administered by the CTIF team and Global Affairs Canada (GAC). Technical assistance is provided by independent suppliers that specialize in the specific services being requested by the beneficiary. Cowater International (www.cowater.com) and the Institute of Public Administration of Canada (www.ipac.ca) jointly implement CTIF on behalf of the Government of Canada
 
 
SUMMARY OF THE POSITION
The goal of this Technical Assistance is to strengthen labour governance in the Philippines by enhancing DOLE's capacity to enforce labour laws and social legislation, particularly in sectors with low compliance and vulnerable work arrangements. Through specialized training, updated OSH modules, and industry-specific inspection tools, the project will establish a sustainable pool of trained inspectors to promote gender equality, enhance compliance with labour standards, and ensure improved working conditions that support inclusive growth and trade competitiveness

  • Development of Training Programs and Modules
  • Capacity Building Training and Institutionalization
  • Development of Inspection Tools and Guidelines
  • Sustainability and Knowledge Transfer

 
JOB REQUIREMENTS
Minimum Experience:
Team Leader with at least 10 years of experience in labour inspection systems, labour governance, international relations, economics, or industrial relations, particularly within the ASEAN context. Must have a proven track record leading multidisciplinary teams on comparable donor-funded projects.

  • Team members should have demonstrated experience in developing labour inspection training programs, policy tools, and manuals, with strong knowledge of international labour standards, especially ILO conventions, and gender-responsive labour practices.
  • Proven ability to produce clear, engaging knowledge products in English, including reports, presentations, and infographics.

 
Essential Skills:
Proven ability to produce clear, engaging knowledge products in English, including reports, presentations, and infographics.

  • Experience in delivering remote training using interactive digital tools and modern communication technologies.
  • Corporate experience implementing technical assistance in one or more ASEAN countries, including collaboration with government labour institutions and international development partners.
  • Expertise in integrating gender and social inclusion (GESI) strategies into the required deliverables
  • Experience in designing inclusive monitoring and evaluation (M&E) systems is desirable.
  • Familiarity with environmental sustainability in project design and implementation will be considered an asset

 
Language Proficiency:
Proven ability to produce clear, engaging knowledge products in English, including reports, presentations, and infographics.
