In Eastern Europe (Western Balkans, Ukraine and Georgia) Swisscontact implements projects in skills development and enterprise promotion for a variety of donors. In order to ensure successful project implementation in terms of client specifications and achieving the expected impact; ensuring that the administration of all operations meets external and internal quality requirements as well as to lead and support the country offices in the acquisition of new projects for the further development of our project portfolio in the region, we seek to employ a

Regional Director Eastern Europe 100%
Place of work: Tirana, Albania (with frequent travels in the region)
Employment start: 1st January 2026 or by agreement
Contract duration: 2 years; with option of renewal

Key Tasks

  • Strategic leadership of the region: development and updating of strategic medium-term plans incl. financial projections and business plans for the region in cooperation with the Country Directors
  • Development of new Business Opportunities for Swisscontact: Active contact with potential customers and partners in coordination with the Country Directors and the Head Office in Zurich
  • Oversight and control of project implementation: ensuring quality and adherence to deadlines. Ensure and support project planning and reporting, content-related support, introduction of corrective measures for target deviations, organization of external evaluations, etc.
  • Line manager of Country Directors and regional office staff according to the values and principles of Swisscontact
  • Manage risks (political, legal, compliance)

Requirements

  • Master’s in economy, business administration, social sciences or equivalent
  • At least 10 years of experience in managing projects and/or multi stakeholder initiatives in development cooperation
  • Strong experience in acquisition/business development and eminent communication and negotiation skills
  • Good knowledge of and practical experience in the use of methodologies related to skills development and/or Economic Transformation as well as Monitoring and Results Measurement
  • Ability to think analytically and systemically, strong in innovation and creativity.
  • Proven leadership skills and experience in coordinating interdisciplinary and intercultural project teams 
  • Experience with the Swiss and other Development Agencies
  • Experience in the collaboration with the private sector
  • Experience in Eastern Europe and more specifically in the Western Balkans is an asset
  • Excellent skills in English; German is an asset
