Development of Standard Operational Procedure (SOP) for Inter-Agency Cooperation in Rehabilitation and Reintegration (R&R) of Individuals Associated with Violent Extremism

 

A. Background

Indonesia has made significant progress in countering terrorism. The Global Terrorism Index 2025 ranked Indonesia 30th with a score of 4.17, indicating a decline in the impact of terrorist attacks and an increase in national resilience against violent extremism. In addition, the dissolution declaration of Jamaah Islamiyah (JI) and the loyalty pledge to the Republic of Indonesia (NKRI) by its former members on December 21, 2024, marked a milestone in addressing radical groups in Indonesia.

Nevertheless, challenges continue to evolve, particularly regarding the management of Indonesian citizens associated with Foreign Terrorist Fighters (FTFs), including women and children. Moreover, the national deradicalization program still faces implementation gaps. According to BNPT data, of the 1,591 individuals targeted to participate in the deradicalization program, only 658 were actively engaged. This gap highlights the need for more adaptive and contextual approaches to effectively reach target groups.

A field survey conducted on June 12, 2025, in Jakarta revealed that while most institutions already have SOPs related to R&R, inter-agency cooperation still requires strengthening. There is a need for a comprehensive SOP that connects institutional SOPs and facilitates collaboration when one institution requires support from another.

In response to these dynamics, the Division for Applied Social Psychology Research (DASPR) and Society against Radicalism and Violent Extremism (SeRVE Indonesia), under the consortium of Nurani Perdamaian Indonesia, are committed to strengthening and enhancing the capacity of frontline workers through the Strengthen Rehabilitation–Reintegration Program & Improve Social Cohesion Against Violent Extremism (STRIVE) program.

One of the STRIVE program’s components is the development of an SOP for inter-agency cooperation in R&R. To carry out this initiative, the consortium invites experts in Preventing and Countering Violent Extremism (PCVE) to serve as consultants for drafting the SOP for Inter-Agency Cooperation in R&R for Individuals Associated with Violent Extremism.

 

B. Objective

To develop a Standard Operational Procedure (SOP) for Inter-Agency Cooperation in the implementation of R&R based on a multi-agency collaboration approach.

 

C. Scope of Work

The consultant will be responsible for:

  • Conducting a desk review of literature, national policies, and best practices relevant to SOP development.
  • Conducting interviews with relevant stakeholders.
  • Drafting the SOP using a Multi-Agency Collaboration Approach.
  • Discussing and revising the SOP draft based on STRIVE team feedback.

 

Specifically, the consultant will:

  1. Preparation and Data Collection
    • Hold initial consultations with the STRIVE team to understand objectives and target audiences.
    • Coordinate with the Program and MEL teams to obtain data, field findings, and recommendations as evidence for SOP development.
  2. SOP Development for Inter-Agency Cooperation
    • Draft the SOP for R&R using the Multi-Agency Collaboration Approach, covering coordination flow, institutional roles, referral procedures, and monitoring mechanisms.
    • Utilize data and recommendations from the MEL team.
  3. Validation and Finalization
    • Present the draft SOP to the STRIVE team (including the MEL team) for feedback.
    • Revise and refine the content and format based on inputs received.
    • Submit the final SOP.

E. Consultant Criteria

  • Master’s degree with a minimum of 5 years of relevant experience, or Bachelor’s degree with at least 7 years of relevant experience in PCVE.
  • Proven portfolio in SOP development.
  • Strong communication and writing skills in Bahasa Indonesia.
  • Commitment to completing the assignment within the given timeframe.
  • Consultants may form their own team to complete the assignment.

 

F. Application Requirements 

  • Updated CV.
  • Cover letter addressing the required criteria.
  • Short technical proposal (max. 3 pages) including methodology and outline.
  • If applying as a team, provide names, roles, and expertise of each team member.
  • Sample SOP relevant to the issue previously developed.

 

G. Selection Process 

  • Administrative selection based on completeness and eligibility of documents.
  • Interview (if required) to assess methodological approach and readiness.
  • Shortlisted candidates may be asked to present their technical proposal.
  • Final selection will be based on technical quality, experience, and alignment with this TOR.

 

H. Honorarium and Payment Terms 

  • The consultant will receive a lumpsum honorarium of IDR 12,000,000, inclusive of all costs (taxes, transportation, communication, logistics, etc.).
  • Payments will be made in accordance with deliverable milestones.
