JOB SUMMARY

The Analysis and Operations Support Coordinator (AOSC) plays a key role in the Readiness and Operations Support function (C2) of CARE’s Security, Operational Access, and Risk Unit (SOAR). The AOSC ensures the smooth operation and high-quality delivery of global security services, including reporting and analysis, incident response and crisis coordination, travel and event safety, as well as various operational and administrative support projects.

This role requires strong prioritization and multitasking abilities, critical thinking, and excellent interpersonal skills. Under the direction of the Director, Analysis and Resilience Operations and working together with regionally based peer coordinators and the wider team, you will be responsible for implementing established protocols and procedures of the Virtual Security Operations Centre (VSOC), driving their continuous improvement, and serving as a central point of coordination across CARE.

RESPONSIBILITIES

Incident and Crisis Management Coordination

  • Lead the initial response to incidents or crisis events reported by Global, Country, or Regional Offices, or independently identified through monitoring systems. Responsibilities include identifying and classifying incidents, notifying key stakeholders, and escalating issues according to predefined protocols, scripts, and standard operating procedures (SOPs).
  • Support clear and centralized communication by providing accurate and timely updates to stakeholders.
  • Assist decision-making by collecting, collating, and analyzing information on the potential evolution or escalation of incidents or crisis events.
  • Assist in the activation of crisis management teams and resources. Log incidents accurately, ensuring all actions, communications, and decisions are documented for post-incident analysis.
  • Contribute to the development and improvement of VSOC processes for efficiency and effectiveness. Support digitalization initiatives and provide training to new colleagues on VSOC systems and procedures.
  • Use mass communication systems to issue alerts, advisories, or instructions to staff and/or CARE travelers. Track international travelers using the industry technology and respond to and escalate related issues.

Reporting and Analysis

  • Continuously monitor global events to assess potential risks and threats to the organization (particularly focused on your region of responsibility), focusing on staff safety, program continuity, reputation and property. Conduct research on global security trends, emerging risks, regional developments, and sector-specific topics to produce tailored analytical products (both written and verbal) that support decision-making, including scenario analysis, threat assessments, geopolitical analysis, and routine reporting for SOAR.
  • Ensure quality control and provide feedback for monthly security reports and entries in CARE’s security incident reporting system.
  • Develop training content on analytical tradecraft and best practices in collaboration with Readiness and Response colleagues to enhance the capacity of Regional and Country Office staff.
  • Coordinate the translation of publications into non-English languages, using in-house or external resources as required.
  • Oversee the development and maintenance of the team’s SharePoint (CARE Shares), CSU Standards Library, and internal filing systems.

Travel Risk Management

  • Provide operational support for the safety of staff, travelers, and events, ensuring compliance with protocols. Coordinate with stakeholders to ensure the timely and high-quality delivery of CSU Travel Risk Assessments as part of the High/Extreme Risk travel protocol.
  • Manage the travel authorization and risk system for CARE, actively processing an average of 10-20 requests per day, including oversight of the Travel Requests inbox. Write, edit, coordinate, and distribute travel safety and security guidance upon request.
  • Support the planning and execution of security measures for events, conferences, and other organizational activities.
  • Update Country Office travel advisories monthly or as needed.

Ad-hoc Tasks

  • At various points, the Analysis and Operations Support Coordinator will be asked by members of the CSU to support projects that fall within the skill set of the post holder. This may include workshop or team meeting coordination, the development of policies or procedures in line with CSU objectives, or internal and external representation initiatives.

Required Qualifications:

  • Degree educated in a relevant subject (such as international relations, international affairs, conflict studies, security risk or crisis management)
  • 2-3 years professional experience (or equivalent combination of education and work experience)
  • Willingness to work outside of normal business hours in support of crisis response events or urgent tasks
  • Ability to research, analyze, and write in a clear and organized manner
  • Knowledge and experience using Microsoft Office 365 products including Microsoft Word, PowerPoint, and SharePoint
  • Experience with administration and general office duties
  • High multi-tasking skills and ability to work under remote management

Preferred Qualifications:

  • Fluency in English and 1 or more CARE operating languages particularly French, Spanish, or Arabic
  • Demonstrated interest or work experience in the I/NGO and/or security sector
  • Data Analysis skills, including knowledge of Power BI and advanced Microsoft Excel
