Program Summary:

Project HOPE is providing humanitarian assistance to the conflict-affected population in Lebanon. The current response portfolio focuses on Health, Mental Health and Psychosocial Support, Protection, and WASH programming through Project HOPE programs and local partnerships.

This Consultant role will be based in Lebanon. Local Nationals only.

Time Commitment through end of December 2025 with potential for renewal subject to project funding.

POSITION SUMMARY:

The Project Manager is primarily responsible for the day-to-day management of Project HOPE’s activities in Lebanon. They will work in collaboration with the Country Team Lead, team members, and partners to ensure smooth implementation of the three pillars of the Lebanon Program - Health System support and strengthening, MHPSS, and community engagement.

PRINCIPAL RESPONSIBILITIES:

Program Management

  • Lead and manage multisectoral programs across Health, WASH, Nutrition, and Protection.
  • Support new project start up and oversee all aspects related to ongoing program activities, including planning, organizing, leading staff, and monitoring.
  • Ensure programs are aligned with strategic objectives, donor expectations, and humanitarian standards.
  • Monitor financial planning and ensure appropriate budget utilization and burn rate tracking across all program sectors.
  • Oversee project design, assessments, implementation, and evaluations in coordination with relevant departments.
  • Provide day-to-day support where needed, ensuring quality and compliance.
  • Lead program start-up and close-out activities, including refinement of tools, processes, and documentation.
  • Ensure cross-sectoral learning and integration between teams.
  • Develop and maintain excellent working relationships with colleagues, partners, stakeholders, and donors.

Monitoring and Project Quality

  • Work closely with the Country Team Lead and directly coordinate with team to ensure smooth and accountable program implementation.
  • Ensure consistent application of sectoral standards (Sphere, WHO, CHS, INEE) across Health, WASH, Nutrition, and Protection activities.
  • Ensure health programs utilize minimum standards, standardized protocols, policies and guidelines according to Ministry of Health and WHO.
  • Oversee the collection and timely reporting of data and statistics (including objectives, indicators and outcomes of health programs) according to internal and donor requirements.
  • Work closely with Project Support Officer to ensure proper data collection, analysis, and reporting, ensuring timely and accurate reporting to donors and internal stakeholders.
  • Ensure MEAL activities are embedded within each program and promote adaptive learning and accountability.
  • Ensure timely and adequate provision of supplies and coordination of logistics for multisectoral programs.
  • Maintain strong communication with internal and external stakeholders regarding program updates.
  • Promote and monitor adherence to PSEA and safeguarding standards across all interventions.
  • Ensure all stakeholders, including senior management team, the Global Health Team and donors are provided with updates, following the established reporting structures.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within Project HOPE and amongst beneficiaries served by Project HOPE.
  • Adhere to Code of Conduct, maintain Humanitarian Principles and respect lnternational Humanitarian Law.

Coordination

  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization's Code of Conduct, ethics, values and standpoint with regard to internal and external actors.
  • Ensure project progress through communication with Country Team Lead, Regional Management Team, Global Health and Finance departments to ensure coordination of supplies is consistent with management of budgets, including budget forecasting, development of spending plans.
  • Ensure integrated, multisectoral approaches across programming to respond effectively to community needs.
  • Coordinate with Finance, HR, and Logistics to ensure seamless program operations.
  • Promote knowledge management, documentation of lessons learned, and evidence-based decision- making.

Reporting

  • Prepare timely, accurate, and donor-compliant reports on program activities, outcomes, and challenges.
  • Ensure internal reporting is submitted to Country Team Lead and relevant departments in line with organizational standards.
  • Support external communication with donors and stakeholders by providing clear, concise, and evidence-based updates.

Fundraising & Opportunities

  • Identify potential funding opportunities, including grants, partnerships relevant to Lebanon programming.
  • Conduct research on donor priorities, eligibility, and alignment with organizational strategic objectives.
  • Support development of fundraising strategies and workplans in coordination with Country Team Lead.
  • Maintain relationships with current and prospective donors, partners, and networks to enhance program sustainability.

Proposal writing

  • Draft high-quality, technically sound, and donor-compliant proposals for new and continuing projects.
  • Coordinate inputs from program, finance, Supply Chain, and MEAL teams to ensure accuracy and completeness of proposals.
  • Review and edit proposals to ensure clarity, alignment with donor requirements, and integration of organizational priorities.
  • Track proposal submission timelines and ensure compliance with internal approval processes.

Other duties as assigned

MINIMUM QUALIFICATIONS:

  • Minimum public health or related degree; preferably with a master’s in public health or program management.
  • Minimum 3 years’ experience in a developing country or low-resource setting with an NGO at the Manager level or higher relating to primary health care; maternal and child health, reproductive health, communicable diseases or equivalent combination of education and experience.
  • Skills and knowledge in program sustainability and capacity building, public-private partnerships and project monitoring and evaluation (both quantitative and qualitative methods).
  • Previous experience with donors such as ECHO, DFID, EC, UNHCR, UNFPA, UNICEF, etc.
  • Administration, finance and budget management skills
  • Analytical thinking, analysis capacity and strategic program development skills
  • Ability to ensure quick quality delivery in stressful environment
  • Must have excellent communications skills, both oral and written.
  • Must have excellent self-motivation skills and be able to relate to and motivate staff effectively.
  • Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’s; the ability to work with a broad spectrum of people.
  • Ability to exercise sound judgment and make decisions independently.
  • Extremely flexible, and have the ability to cope with stressful situations, frustrations and work with limited resources.
  • Essential computer literacy (word, excel and internet)
  • Arabic language essential; English language highly desirable.
  • Proven capabilities in leadership, strong negotiation, interpersonal and organization skills required.
