Program Summary:

Project HOPE is providing humanitarian assistance to the conflict-affected population in Lebanon. The current response portfolio focuses on Health, Mental Health, Protection, and WASH programming through Project HOPE programs and partnerships.

This Consultant role will be based in Lebanon. Local Nationals only.

Time Commitment is a part-time basis (up to 20 hours per week) until December 31st 2025 with potential for renewal subject to project funding.

POSITION SUMMARY:

The primary responsibility of the Finance Assistant is to provide day to day administrative and financial support at the field site level and ensure the timely implementation of financial services. Finance Assistant adheres to donor regulations and Project HOPE’s policies and procedures, while handling all financial and administrative matters.

PRINCIPAL RESPONSIBILITIES:

Financial Operations and Support

  • Provide accounting and financial support to program, grants, and contract teams in line with Project HOPE and donor regulations.
  • Verify that all purchases are properly authorized and signed by the appropriate team member.
  • Ensure all transactions are accurately recorded and entered into the accounting system.
  • Assist in the implementation of financial policies, procedures, and internal controls.
  • Support in month-end account closures and reconciliations.
  • Maintain accurate financial, program, grant, and contract records.
  • Ensure timely scanning, filing, and archiving of all financial documents and supporting documentation.
  • Review payment vouchers, receipt vouchers, and journal vouchers before and after processing payments.
  • Process payroll payments in accordance with Project HOPE policy and Lebanese statutory requirements.
  • Maintain a contract follow-up sheet and ensure contracts are renewed, closed, or paid on time.

Cash and Petty Cash Management

  • Act as cashier for all approved payments and disbursements to vendors and beneficiaries.
  • Handle and manage the petty cash fund, ensuring all transactions are documented, approved, and reconciled regularly.
  • Maintain the cashbook on a regular basis to reflect actual cash and bank balances.
  • Monitor cash transfers and payments, ensuring accuracy and compliance.
  • Prepare weekly cash reports and monthly cash requests in coordination with field teams.

Reporting and Compliance

  • Assist in preparing timely and accurate financial reports for internal use and donor submission.
  • Support the preparation of monthly pipelines and forecasts to ensure effective budget tracking.
  • Ensure all procurement and expense transactions have required approvals and fully supporting documentation.

Coordination and Administrative Support

  • Maintain effective communication with HQ, Regional Office, and program staff to ensure alignment on financial activities.
  • Use financial systems accurately for recording and monitoring financial data.

Other Duties

  • Perform other financial or administrative tasks as assigned by the line manager.

MINIMUM QUALIFICATIONS:

  • Bachelors in Finance, Accounting, Business Administration, or related area.
  • Two years minimum in a similar job in humanitarian and/or emergency relief setting.
  • Previous experience in the administrative and financial management of overseas programs at the support level; experience at other NGOs is desirable.
  • Excellent budget management skills.
  • Strong organizational, interpersonal skills and commitment to humanitarian principles.
  • Good written and oral communication skills.
  • Flexibility and Adaptability: Adapts to changes in work environment.
  • Teamwork and cooperation and can cope with stressful workload.
  • Fluent knowledge of English and of local language (Arabic).
  • Experience in working with computerized accounting systems, NetSuite desirable.
  • Essential computer literacy (word, excel, teams and internet).

  • While performing the duties of this job, the employee must be mobile in an office environment and able to use standard office equipment.
  • Must be able to communicate in verbal and written form and must be able to travel internally.

Work environment:

  • This position is based in Lebanon. Given the current conflict conditions, candidate must be able to work in a rapidly changing environment.
  • Work may require working in a country where working conditions are classified as “hardship.”
